Since the World War II, many countries in Southeast Asia have experienced urbanization problems resulting from rapid population influx in cities and changes in industrial structure. The shortage of dwelling sites caused serious social problems such as producing illegal residents and temporal dwellings. New towns started to be developed as one of solutions to reduce urbanization problems.
Modern new town concept originated from the Garden City of E. Howard of England in the late 19th century, spread all over the world as an alternative of poor liable environment in a big city, which was created by urbanization. New towns have been developed as purposes and circumstances in each country as various forms such as a satellite city or a planned city. Kuala Lumpur, the capital city of Malaysia, had also experienced urban sprawling because of rapid population influx. Accordingly, Malaysian government initiated new town development projects as part of solutions to improve such unfriendly urban and dwelling environment.
This study focuses on Petaling Jaya, the first new town in Malaysia, and has the following objectives. First, it is to understand development of new town and its history. Then, it is to find unique characteristics of residential area in new town of Malaysia. By doing so it can possible to understand purposes and principles of new towns development settled in Malaysia environment and to identify design principles of a residential area in new town development and investigate what changes were brought by the passage of time.
As a result, this study has great significance to find a plan for residential area which has regional characteristics by predicting that can apply to housing typology in new town and preparing for them. Petaling Jaya covers the time line from 1950's when the development started to presence. The five residential areas in Petaling Jaya according to the built period from 1950s to 1990s were chosen. The components required to develop a city can be divided into the urban space, street structure and characteristics of housing block and units. Based on this, some development characteristics of residential area in new town were identified. The results can be defined as follows.
First, it is found that the residential density showed low figure compared with western countries. It shows that residential area can have opportunity to provide pleasant living environment and explains that single or double storey houses are widely distributed. Second, facilities in residential area show four allocation types, center, outskirts, dispersion and concentration on entry. Third, various typologies of houses in the same town is one of main features. The results seem to be generated because of a part of Malaysian housing policy to accommodate different social classes in the same area. Fourth, various road patterns such as grid, loop, cul-de-sac applied in residential area.
It can be possible to plan useful land use and make different form of area, New town of Malaysia was influenced by British style urban development system and legislations. However, they adopt regional characteristics during development and provide various housing typologies for harmony among different income levels. This gives a lot of implications to Korea where has reckless development.
