이명박 정부와 김천혁신도시의 미래 : 김천, 구미, 상주시의 실증조사를 중심으로

정부 정책 변화가 김천혁신도시 추진에 미치는 영향을 살펴봤다.

우리나라는 중앙정부를 비롯한 산업 및 민간 각 부문의 중심기능이 수도에 집중되어 있어 수도권 과밀화 현상은 점점 심화되고 있다. 이러한 과도한 수도권 집중과 과밀현상은 매우 심각하여 수도권과 지방갈등요인으로 작용하고, 국가경쟁력을 저하시켜 국가경제발전에 걸림돌이 되어 참여정부는 국가균형개발과 지역 성장거점도시로서의 육성을 위해 전국에 10개소의 혁신도시 건설을 추진하였다. 그러나 2008년 2월 새 정부가 출범하면서 공공기관선진화정책, 세종시 수정안으로 변경 발표, 수도권 규제완화, 5+2 광역경제권 추진, 4대강 살리기 정책 등 국토관리정책의 변화에 따라 혁신도시는 당초 계획대로 추진한다는 정부의 잇단 발표에도 불구하고 혁신도시 건설지연 및 계획변경을 우려하는 목소리가 나오고 있으며 혁신도시 추진일정 및 추진방향에 대하여도 일부 변화가 예상 되는 현실이다. 이러한 정권이 바뀜으로서 정책이 변화되는 환경에 혁신도시 건설이 2007년 9월 착공 후 토지보상까지 완료된 시점에서 혁신도시의 성공적 추진을 위한 새로운 기준 및 방향 설정이 필요함에 따라 본 연구를 추진하게 되었다.

본 논문은 정부 국토관리의 정책변화가 혁신도시에 미치는 영향에 대해 김천·구미·상주 시민들의 실증조사를 통한 의견을 수렴하여, 정부의 국토관리 정책과 혁신도시 건설과의 상호 조화 점을 찾아 경북드림밸리가 전국에서 가장 발전되고 성공적인 혁신도시가 이루어 질 수 있도록 시사점을 모색하고자 한다. 김천혁신도시의 성공적인 건설을 위하여 해외의 성공적인 혁신도시 사례로 캐나다 사스카툰의 바이오 클러스터, 스웨덴의 웁살라의 바이오·IT클러스터, 일본 공공기관의 사이타마 이전, 핀란드의 울루 테크노폴리스 등의 오랜 세월 20~30년 동안 추진하여 산·학·연 클러스터를 조직 성공한 사례를 참고하였으며 정부정책변화에 따른 혁신도시 개발의 문제점으로 첫째 정부의 혁신도시 추진의지 약화가 제일 심각하였고 둘째 세종시 수정안에 따른 정부의 특혜시비와 타시·도와의 형평성 문제 셋째 정책변경에 따른 정책의 일관성 결여와 정부 신뢰도의 추락 넷째 공공기관 선진화 정책으로 혁신도시 건설의 축소, 조정 등으로 나타났다. 실증조사를 위한 김천·구미·상주시민을 대상으로 배부 조사한 시사점과 기존 혁신도시의 전문가 등의 의견을 종합한 결과 김천혁신도시의 활성화방안은 다음과 같다.

첫째, 광역경제권 정책의 혁신도시와 연계발전 방안으로 신재생 에너지산업으로 한국전력기술(주)를 중심으로 한 원자력산업 집중육성과, 기존의 태양광 발전소를 활용 태양광 발전 산업 클러스터 구축이 가장 효율적인 산업이 될 것이다. 둘째, 세종시 수정안 건설과 관련해서는 정부의 16조5000억원의 파격적인 재정지출과 세제지원으로 특혜시비와 충청도민의 반대여론을 감안 정부부처 이전의 원안대로 추진함이 국민정서와 국토균형개발에도 합당 할 것으로 본다. 셋째, 공공기관 선진화사업은 혁신도시에 치명적인 사업으로 제고되어야 하며 대경권 경제자유구역에 김천혁신도시도 포함 외국자본을 유치하여 인근도시와 연계 발전할 수 있도록 하여야 할 것이다. 넷째, 실증조사에서 본바와 같이 혁신도시의 가장 성공적인 요건은 정부의 강력한 추진의지로 이전 공공기관에 대한 독려와 분양가 인하, 이전기관에 대한 세금감면 등 정책적인 보완이 뒤따라야 할 것이다. 김천시는 해방이후 획기적으로 발전할 수 있는 호기를 맞이하여 경북드림밸리가 활성화되어 명실상부한 명품도시가 되도록 정부의 강력한 의지 및 경북도·김천시 지자체, 시민들의 단합된 의지 등 삼위일체가 되어 반드시 성공적인 혁신도시건설이 되도록 노력해야 할 것이다.

Overcrowding of the capital area has been deepening in Korea because the central part of each the nongovernmental organization and the industry as well as the central government concentrated in the area. They have been so problems between the central area and the local area, and obstacles of the nation development for reducing national competitiveness. For these reasons, the participatory government proceeded to build 10 Innovation cities all over the country for supporting them as growth-based city and for the balanced development of the nation.

but although the government released a series of pushing for Innovation cities as the original plans since the new government was launched in February 2008, people concern that the plan might be delayed or changed with changing land development policy such as the enhancing the performance of public institutions, Sejong city modified plan, reducing restrictions, regrouping the country into seven large economic zones, The Four-River restoration Project etc. Actually, it is true to expect to revise some part of the plan.

This research has made as the need of setting new standard and way for building successively the Innovation city at this time when the government had completed even compensation for landowners since beginning it in September 2007, even though the policy is usually changed with a change of regime. To find a way that the Gyeongbuk Dream Valley will be able to be built successively with a balance of land development policy and building the Innovation city, To build Gimcheon Innovation city successfully we refer to several glittering foreign country's case of industry-university-institute collaboration.

Promblems caused by Goverment Policy fluctuation are as follows First the central government has been losing its driving force to promote innovative city. Second the controversy over government's favor concerned with Sejong city amendments and fairness problems. Third inconsistent policy and reliability problems. Fourth downsizing Innovation city plan caused by developing policy of public institution Through synthesizing Innovation city experts's opinion and survey result conducted among Gimcheon, Gumi and SangJu city, We have found several ways to invigorate Gimcheon Innovative city.

First The liaison plan between Innovation city and new and renewable energy policy would promote nuclear energy industry and construct a photovoltaic system industry cluster utilizing existing sun light power plant. Second Regard to Sejong city modified plan the original bill must be obeyed from the point of the national psyche and balanced development of national land. Third The Gimcheon has to be connected with Daegu-Gyeongbuk free economy area and fatal developing policy of public institution has to be reconsidered.

Fourthly As you see in the positive investigation, the most important requisite of success is political supplementation such as tax cut and lowering parcel price for the public institution. Welcoming a golden opportunity of ground-breaking development, Gimcheon ought to make greater efforts to build Innovative city successfully. In the process of building masterpiece city, the central government, GyeongBuk province and Gimcheon municipal corporation have to cope with citizens's united will.
