지적 패러다임의 진화와 AI 지적 개념 정립에 관한 연구

지적제도의 패러다임 변화와 AI 지적 개념을 정립했다.

지적제도는 토지의 위치와 경계, 권리 정보를 관리하는 국가의 핵심 행정 인프라로서 기술 발전과 행정 환경 변화에 따라 지속적으로 발전해 왔다. 최근 디지털 전환과 인공지능 기술의 확산으로 국토정보 관리 방식에도 새로운 변화가 나타나고 있으며, 지적행정 역시 데이터 기반의 지능형 관리 체계로 전환될 가능성이 제기되고 있다. 그러나 기존 연구들은 기술 적용이나 행정 운영 변화에 초점을 두고 있어 지적제도의 발전 과정을 패러다임 관점에서 체계적으로 정리하고 AI 기반 지적체계의 개념을 정의하려는 연구는 부족한 실정이다. 이에 본 연구는 지적제도의 발전 과정을 패러다임 진화의 관점에서 분석하고 이를 기반으로 AI 지적(AI Cadastre)의 개념을 정립하는 것을 목적으로 한다. 연구 결과 지적제도의 발전은 단순한 기술 변화가 아니라 정보 구조와 행정 운영 방식이 함께 변화하는 패러다임 전환 과정으로 나타났으며, AI 지적은 인간과 인공지능의 협력적 구조 속에서 지적행정의 의사결정을 지원하는 새로운 지적관리 체계로 이해될 수 있음을 확인하였다. 본 연구는 AI 지적의 개념적 틀을 제시하고 향후 지적행정의 발전 방향에 대한 기초적 논의를 제공한다.

The cadastral system is a fundamental administrative infrastructure of the state that manages information on land location, boundaries, and rights, and it has continuously evolved in response to technological development and changes in administrative environments. Recently, with the expansion of digital transformation and artificial intelligence technologies, new changes have emerged in the management of national geospatial information, and cadastral administration is also expected to shift toward a data-driven intelligent management system.

However, previous studies have mainly focused on technological applications or changes in administrative operations, and relatively little research has systematically examined the development of the cadastral system from a paradigm perspective or clearly defined the concept of an AI-based cadastral system. This study aims to analyze the development of the cadastral system from the perspective of paradigm evolution and to establish the concept of AI Cadastre. The results show that the evolution of the cadastral system represents not merely technological change but a paradigm shift involving transformations in information structures and administrative operations.

In this context, AI Cadastre can be understood as a new cadastral management framework in which artificial intelligence supports decision-making in cadastral administration through a collaborative structure between humans and AI. This study contributes by presenting a conceptual framework of AI Cadastre and providing a basis for discussing future directions of cadastral administration.
