國公有地 管理 改善方案에 관한 硏究 = A Study on the Improvement of Public Land Management

영문초록:Supervised by Prof. jin-uk, LeeThe research objectives of this study are to provide basic materials for establishing a desirable national and public land management system and investigate the efficient national and public land utilization policy and finally present improvements based on the result of the analysis by eliciting its problem through its comprehensive analysis.

To achieve the research objectives, this study attempted to analyze the overall problem of the national and public land management system through an analysis of the evolution of the national and public land management system, the legal aspect of national and public land property management, the current situation of national and public land holdings, and the national and public land administration and disposal system.

And it sought to present the suggestion necessary for transforming the national and public land management policy by analyzing the realities of national and public land management and utilization in the United States, Japan, the United Kingdom and France.Prior to presenting the improvements of national and public land management, this study attempted to classified the elicited problem into three problems such as the problem of management organization, the problem of management method, the problem of management system. And it sought to synthesize the contents presented for the years and present the improvements of the Korean national and public land management policy.

It presented its improvements of the national and public land management system such as the reinforcement of organization and manpower, the expansion of private consignment management, the construction of the computer system, disposal and lease, the management grade system, the introduction of the development-related system. As for the improvement of the management organization, this study presented the scheme to staff the specialized manpower equipped with the management capability and establish the organization in exclusive charge of national and public land to perform the actual functions such as the disposal, development and utilization of national and public land.

As for the method of national and public land management, this study attempted to present the need to reorganize the current 3-classification system into the 2-classification system, introduce the management grade system of classifying national and public land according to the feasibility of its use and construct the national and public land management computer system. In consequence, it presented the scheme to combine the strict law enforcement and the right preservation measure of national and public land.

For the development and utilization of national and public land, it is necessary to abolish the nominal opinion collection system and transform it into the method for the competent authorities to judge and dispose of it. And this study attempted to present the introduction of the system for national government and the private sector to establish the investment company jointly, the revitalization of the lease project by making the lease period longer and the introduction of the BLT(Build-Transfer-Lease) project method of attracting private capital in order to add values through diverse business management techniques of specialized organizations
