As Silicon Valley areas located in California, Route 128 areas in Massachusetts, Cambridge Science Park in England, Sophia Antipolis in France and Hsinchu Science-based Industrial Park in Taiwan and so on make rapid economic progress on the basis of the high-technology industry, the majority of people seem to be convinced that the development of national economy hinges on the application of new scientific knowledge and high technology in the future.
Korea is also dependent upon the cultivation of the high-technology industry and development of high-tech industrial parks and the consolidation of national industrial competitiveness like the rest countries of the world, placing much emphasis on the feasibility of development and cultivation of high-tech industrial parks as a vehicle of developing the nation in a balanced fashion and activating local economy.
This paper is dedicated to define the characteristics of the high-technology industry and high-tech industrial parks and its formation and development on the basis of domestic and international literature in relation to the subject, and to take a look at how high-tech industrial parks can ultimately contribute to local economy, and to draw suggestions from the leading cases of foreign nations whose parks are appraised as successful ones and look into the general problems arising from the development and cultivation of domestic and international high-tech industrial parks and to come up with measures for proper policies.
First, the high-tech industrial parks are variously formed in accordance with the political, economical, social, historical, and cultural backgrounds of a community. It is necessary to note again that it is the special surroundings and the community and its social characteristics that can cause the high-technology industry to be cultivated, because the environment or innovative milieu where entrepreneurship can be cultivated is not to be seen anywhere. Second, it is expected that efforts will be launched to attract or develop the high-technology industry at more various places in the future.
The high-technology industry to be targeted should be established on the basis of prediction of future demand by means of making a careful selection of fields suitable to local environment. Government support is a must in the process of creating or generating high-technology enterprises.
The government should engage in investment in the personnel resource of local government, give support not only to scientific researches or technical development but also to high-technology companies with the aid of foundation money, strengthen a link between the developmental activities of research and development with a community and enterprise activities and give support to a variety of cultural activities and facilities. Third, the high-technology industry is by no means secure for it is subject to economic fluctuations, and cannot serve as a cure for depressed local economy. The high-technology industry is very limited in terms of its power to develop a community.
And it is necessary to realize that industries other than the high-technology industry can play a major role in developing the economy of a
