초록
Currently in late 2011, total area of land owned by the government accounts for 24,305km², approximately one fourth of the size of whole country; the size is equivalent to 40 times larger than the that of Seoul. After the Act of Government Properties, the basic law regarding management of the government-owned land, was enacted in 1950 for the first time in Korea, the policy of managing government-owned land has been changed for approximately thirty times through both overall and partial revisions.
Before year of 1977, the policy had been established to procure financial resources necessary for the government, focusing on selling the government-owned land for propulsion of plans for economy development; from 1977 to 1994, the policy had been focused on maintaining and preserving then-status quo; and since 1994, the policy has been changed to be aggressive, centering on enlargement and practical usage of the land in order to be adjusted effectively to national and social demands while diverging from the management policy to maintain the status quo.
Although the policy on government-owned land has been changed, unused land has been remained as idle or encroached by civilians due to shortage of managers. Furthermore, although Ministry of Strategy and Finance is in charge of management of the land comprehensively, the responsibilities of working-level management has been divided and bestowed to numerous organizations including 51 offices of the central government, numbers of subordinate or affiliated institutions of the central government, 16 autonomous local metropolitan governments, 228 self-governing local district offices, and Korea Asset Management Corporation.
Despite Korean government owns such properties, therefore, they are managed rather negligently without an orderly system as if they are unclaimed properties.
Therefore, the main purposes of this study, under the judgment that such land is not managed efficiently, are likewise the following: to examine the recognitions of management status that the managers, who directly manage the lands in nationwide agencies, have based on a various theories about management status of the government-owned lands; and to propose an efficient method to manage government-owned lands in order to respond more actively and spontaneously to changes given by new conditions, through the results from the examination and analysis.
The subject of this study is the government-owned land categorized as real estate among government properties, and the scope of period ranges from 1994 to 2012. In terms of content, preceding studies and the current status of government properties would be dealt with in this study while the officials directly in charge of managing such land are the target group. Also, the current management conditions of Korea and other countries would be considered and analyzed in this study. This study is organized with five chapters: The first chapter depicts a background, purpose, scope, and method of the study regarding management status of the government-owned land.
Aforementioned "management status" refers to a comprehensive concept including practice of management, management institution, number of managers, and management system; The second chapter provides an overview of the land, current status, aims of the policy, management system, and types of the land management in order to provide theoretical consideration on management status of the lands.
Also, it grasps other developed nations’ management systems with proposing deduced suggestions, and examining and analyzing the precedent studies are accomplished as well; The third chapter provides a survey conducted to managers directly in charge of managing government-owned land in various agencies for researching and analyzing their recognition of current status of managing the lands. Also, this chapter proposes a plan to increase efficiency for managing the lands based on the results from the survey.
The fourth chapter proposes a program to increase efficiency for managing the land based on the theoretical consideration on management status in chapter two and the analysis results on chapter three; and The fifth chapter summarizes the study results and proposes suggestions while examining the limitation of this study. This study begins with recognizing problems regarding management of government-owned land in Republic of Korea and focuses on the awareness of the managers, who have direct responsibility, in various associated agencies.
In order to do so, the survey was conducted to the government-owned land managers from Ministries dealing with related projects, offices and agencies affiliated to the central government, local governments, and nationalized firm. With results from the survey, this study explores the managers' recognition on current status of managing the lands, provides analysis of problems on managing the lands based on their recognition, and deduces a plan to increase efficiency for managing the lands.
The results deduced from the corroborative evidences suggests that the managers have an adequate job satisfaction level whereas the most of them considers their job is somewhat more difficult and their workload is more copious. The main source of unsatisfactory management on the lands was found to be insufficiency of systematic management due to shortage of managers and distribution of management responsibility to various agencies. Also, managing the lands was analyzed to be difficult due to overwhelmingly large size of the lands, frequent execution of work by proxy, loan contracts, levy of reparation imposed to encroaching civilians, and excessive amount of complaints.
In order to increase efficiency for managing the lands, the survey shows that prevention of encroachment and damage is the most important task to be imposed and that the knowledge of related laws and regulations is absolutely necessary. Also, numerous working-level managers consider 2011년 말 기준 우리나라의 국유지 면적은 전 국토
