무인도서 지적과 면적 실태조사 -전라남도 신안군 도초면을 중심으로

무인도서의 지적 등록 현황과 면적 기록의 정확성을 조사했다.

This study investigates the imprecisions in historically recorded data regarding the surface area of uninhabited islands by recalculations based on modern-day shoreline reference data. Presented in this paper is a case study of Docho-myeon, an administrative area in Shinan-gun, Jeollanam–do. Docho-myeon includes 49 uninhabited islands, of which 43 are recorded in the cadaster. Records of the remaining 6 islands are missing, possibly because they are relatively small. For most of the 43 uninhabited islands, the cadastral area is smaller than the actual surface area that can be derived from shoreline reference data. In total, the area recorded in the cadaster is 459,224㎡ smaller.

The cadastral area has never been updated through a large scale national survey after it was initially surveyed for the purpose of collecting taxes in the Japanese colonial period. Since 2012, the country has been revising its cadaster to correct errors and to utilize the land more effectively. However, as these efforts are not done systematically, the above mentioned issue with uninhabited islands remains unaddressed. As the need to utilize islands is increasing at national level, revising and unifying these basic data is a problem that must be resolved. Therefore, the necessity of unified production and management of island statistics is suggested.

본 연구는 2018년 실시된 제2차 무인도서 실태조사 전라남도 신안군 도초면을 사례로 하였다. 이 조사를 통해 발견된 무인도서의 지적면적과 해안선 기준 면적의 차이를 살펴보고 문제점을 제시하고 이를 해결하기 위한 방안을 모색하였다. 조사된 전라남도 신안군 도초면의 전체 무인도서 49곳 중에서 지적이 있는 무인도서는 43개였다. 지적이 없는 무인도서는 6곳으로 해안선기준 면적으로 보면 비교적 작은 면적을 보인 곳이다. 대부분의 무인도서에서 지적면적이 해안선기준 면적보다 작게 측정되었으며 도초면 전체적으로 보면 지적면적이 해안선기준 면적에 비해 459,224㎡가 감소된 상태이다. 지적면적은 일제 강점기에 세금 징수의 목적으로 조사된 이후 국가 단위의 대단위 조사를 통해 변경된 적이 없고 현재는 2012년부터 국가에서 지적면적이 가진 다양한 오류를 해결하고 국토의 효율적인 활용을 위해 지적을 수정하고 있는 상황이다. 하지만, 국가 차원에서 도서활용의 필요성이 증가하고 있어 이러한 기초 자료의 수정 및 일원화는 반드시 해결해야할 문제점이고 시급한 실정이다. 따라서 이러한 오류를 해결하기 위해 도서 통계의 생산과 관리의 일원화를 위한 조직의 필요성과 지적면적과 해안선 기준 면적의 자료 일원화를 관리 방안으로 제시하였다.
