This study proposes a blockchain-based administrative information management system as a practical solution to enhance the integrity and transparency of real estate data. The current real estate administrative system suffers from structural issues such as redundant records, lack of change history, and vulnerability to forgery, all of which undermine public trust and administrative efficiency.
To address these challenges, this research designed a prototype system that leverages the core elements of blockchain technology—distributed ledger structure, smart contract-based automation, and hash-based data verification—to manage real estate data securely. The system was tested through transactions including document registration and ownership transfer. During registration, a SHA-256 hash of key document attributes was generated and recorded on the blockchain. This hash was later used to verify data integrity. Ownership changes triggered smart contract events that automatically recorded transaction logs, timestamps, and participant information.
The system also employed smart contract logic to prevent duplicate registrations and measured transaction latency and gas costs to evaluate operational performance. Results indicate that the blockchain-based system structurally supports essential functions required in public administration, including tamper-proof recordkeeping, automated traceability, and data consistency. This study demonstrates that blockchain is not merely a distributed database but a foundational technology capable of transforming how public real estate records are managed. Furthermore, the system's scalability and interoperability suggest potential for integration with systems in other public sectors.
These findings provide valuable implications for the digital transformation of public real estate governance built on reliability, transparency, and public accountability.
