(Background and Purpose) This study examines the integration of eco-friendly elements into district unit planning in response to urbanization and climate change. District unit planning plays a key role in promoting sustainable urban development, yet its implementation varies across metropolitan municipalities. The study analyzes the operational status of eco-friendly planning elements in eight metropolitan municipalities in South Korea (Seoul, Busan, Incheon, Daegu, Gwangju, Daejeon, Ulsan, and Sejong) and compares regional differences to derive policy implications.
The goal is to propose tailored improvements for eco-friendly urban policies based on local characteristics. (Method) A literature review and policy case analysis were conducted, using district unit planning guidelines, related laws, and government reports on eco-friendly incentives. Quantitative data, including green building certification rates, renewable energy adoption, and green space coverage, were collected for comparison. The study evaluates regional policy differences and suggests improvements for more effective eco-friendly planning.
(Results) The findings of this study reveal that metropolitan governments in South Korea apply eco-friendly planning elements in district unit plans through diverse strategies tailored to their urban characteristics and policy goals. Seoul focuses on expanding energy-efficient buildings and promoting green building certification, actively offering incentives for buildings certified as Zero Energy Buildings (ZEB) and those with high energy efficiency ratings. Busan integrates coastal environmental considerations into its urban planning by implementing rainwater recycling systems and expanding the use of renewable energy such as offshore wind and solar power.
Incheon is pursuing the development of a smart eco-city by enhancing green transportation systems and increasing the application of renewable energy. Daegu and Gwangju emphasize expanding ecological surface areas and introducing renewable energy, with Gwangju specifically strengthening its energy supply strategies through links with the green industry. Daejeon promotes low-carbon construction and the creation of green industrial complexes, focusing on eco-friendly development within industrial zones. Ulsan aims to transform into a sustainable industrial city by integrating green design and securing green spaces in manufacturing districts.
Sejong pursues a model of sustainable development by expanding ZEB applications and renewable energy infrastructure as part of its broader smart city strategy. Overall, the study confirms that eco-friendly planning elements and incentive systems differ significantly among municipalities. This highlights the need for establishing standardized guidelines and enhancing the practical effectiveness of related policies to support more sustainable urban development.
