초록
The purposes of this study is to contribute to the promotion of local public development project from the analysis of inhabit's satisfaction to housing site development in Kwangju. The method processing is constructed of two steps. First, to analysis the merits and dements of public land development to make a comparative study through public development system and the related laws and regulations. Second, to analysis the empirical study.
The research method is multiple choice questionnaire constructed by 4 steps, that is the personal character of the answerer, the factor appraisal of land public development, the appraisal of public development project, project, inhabitant's satisfaction In principle of housing site project Accordingly, this study is focused on ideal housing land public development and its model in harmony with inhabitants' demands. And it shows the situation and problems of public development so as to get more effective and rational management of housing land development. The results were a s follows . First. to ensure self-management.
Second, to get public good in harmony with benefits, in planning the public development. Third, to be effective in carrying out the development plan. Foruth, to expand invest financial sources and to expend budget flexibly. Fifth, to distribute functions properly and ensure professional man power with abilities of management and to make flexible use of organizations and personnels A public enterprise special accounts which was established as a professional invest agency is being rearranged into a local public corporation for the purpose of ensuring local finance. To do so effectively, systematic bases must be prepared for effective self-management and originality.
The problems are how to cooperate with an autonomous body and how to make a connected progress with it. For safe working conditions, management of personnels and organizations must be examined carefully. Frequent personnel movement can make their know-how and propulsive force less useful and lower. Therefore in order to carry out the public development well, It is very necessary to ensure better man-power for long and to motivate them strongly. At last housing development not only supplies houses but creates pleasant surroundings and forms sound societies. The development-an overall city construction - to support local finance can be called a part of public welfare.
From this point, the housing land development should be accomplished by the public. And indirect of trust or joint participation will be better in supporting the development. There is systematic mechanism to restore development benefits prepared. The public enterprise can not supply houses by itself any more. It is time to get rid of all factors preventing inhabitant participation in order to overcome or minimize side effects Market economy makes expansion of inhabitant participation in the housing land development possible with national financial aids. The problem is that increasing inhabitant participation must not damage the unique public utility.
