This study examines Seoul Municipal government's land development project for the reconstruction of city sections, in terms of the application of sustainability as the recent paradigm of urban development, and tries to derive a indicator of the sustainable urban development in existing cities. The previous studies have actively conducted the 1st and 2nd era of new town projects of Seoul-Gyeonggi area, and also continuously studied the grand scale development projects.
However, although there are land development projects in Seoul which is equivalent to the 1st era of new town project in Seoul-Gyeonggi area in terms of their size of land-area since 1980's, few previous studies conducted researches on the small and middle-sized development projects in the existing cities. If the concept of sustainable development should be only applied to the grand-scale development project covering more than 3.30 million ㎡, it is wondered how the sustainability of 61 sectors of development project in Seoul would be guaranteed. This is the task of this study.
I believe it is rather to those small and middle sized project in Seoul that researchers should introduce the concept or the developmental method of sustainability, which may clearly define the division of labor in the urban sectors. Also, by establishing the role of Seoul in whole area of Seoul-Gyeonggi, more substantial level of sustainability might have been embodied in terms of the spacial dimension related to compact city, public transit-oriented development, mixed use development, etc.
This study tries to evaluate the sustainability of examples of land development projects conducted by Seoul Municipal government, in accordance with its time period and the conceptual framework of sustainability. The criteria for this evaluation is the New Town Plan standard set by Ministry of Land, Transport and Maritime Affairs in 2005, which is again recategorized into the cultural, economical, and environmental sustainability. Of course, it would be somewhat inappropriate to apply the plan for more than 3.30 million ㎡ land area to the small and middle land development project, but in practice, it turns out to be meaningful standard even for the small scaled land development in Seoul.
Rather, the New Town Plans were regarded as too concentrated on the environmental dimension, but most of land development project in Seoul was by its nature concentrated on the suburban area, which was previously undeveloped for the environmental protection or conserving natural forest, and consequently have no choice but considering environmental concerns.
However, there is a disappointing point that the green area ratio of the previously protected area was 35% to 40%, and the development density is only 139 to 200 people per hectare, which tells that the goal was not sufficiently achieved considering that the plans were mainly for restraining the soaring housing price by the limited supply. The criteria for the plan seems to be not flexible enough to consider the initial goal of the deregulation of protected area. Also, the land development sectors selected during 80's and 90's had low score in the sociocultural sustainability for the lack of the community space and the active response to the climate change.
Thus, it is necessary to prepare for the flood by expanding community space or detention facilities to actively cope with problem, and to introduce a new indicator such as population to prevent unnecessary cost by adjusting the social infrastructure for each region. ■ Key words : sustainable development, socio cultural sustainability, economic sustainability, environmental sustainability, land development
