A District Unit Plans are designated with the goals of rationalizing land use, improving aesthetics, securing a favorable environment, and managing the relevant area systematically and planfully. The Seoul Metropolitan Government designates and manages most major areas—such as the Seoul's central district system, station areas, and housing development districts under the Urban Master Plan—as District Unit Plan zones.
The Floor Area Ratio(FAR) system within District Unit Plans has been operating to this day based on the standard-Permitted-maximum FAR system established through Urban design and District Planning in the 1980s and 1990s. During the period of urban expansion, the system was operated by lowering the standard FAR and providing the permissible FAR(legal FAR) upon the fulfillment of planning requirements, in order to manage the planned urban development of areas upgraded in land use zones to establish Seoul's central place system.
However, since 2000, with the advent of the urban maturity phase and an era of low growth, there are limitations to managing density by lowering the standard FAR within District Unit Plan zones. Therefore, this study compared and analyzed the current status of development density inside and outside district unit planning zones for semi-residential areas where the standard floor area ratio was lowered. Additionally, by comprehensively considering policy, location, and land characteristics, the study compared and analyzed the factors influencing development density within and outside these zones.
The summary of the results of this study is as follows : 81% of the semi-residential area in Seoul is managed as district unit planning zones, and these are designated in Seoul's central district system and station areas where planned management is required to foster central functions. They are also designated in land development districts and station area housing project districts aimed at supplying housing.
As a result of comparing and analyzing development density inside and outside district unit planning zones by classifying them into three types based on the positional relationship between semi-residential areas and district unit planning zones, the average development floor area ratio within the district unit planning zones was 157.3%, while outside the district unit planning zones it was 168.9%, indicating that development activity within the district unit planning zones was low.
However, as the age of the buildings decreased, the development floor area ratio increased both inside and outside the district unit planning zone, approaching the legal floor area ratio of 400% for semi-residential areas. It appears that newer buildings are developed to the maximum legal floor area ratio of their zoning area to ensure business feasibility. The results of the multiple regression analysis showed that there were significant differences in variables regarding the central place system and regions regarding factors influencing development density inside and outside the district unit planning zone.
Furthermore, site characteristics and building characteristics were analyzed to have the same influence on development density both inside and outside the district unit planning zone. The city center, metropolitan center, and regional center showed a positive influence relationship outside the district unit planning zone, while the regional center showed a negative influence relationship within the district unit planning zone. This is considered to be due to differences in regional characteristics. The regions showed a positive influence relationship with development density in district unit planning zones in and out.
It was analyzed that district unit planning zones had an influence only in the central urban region, while areas outside district unit planning zones had an influence in the Northeast, Northwest, and Southeast regions, excluding the central urban region. This study is significant in that it compared and analyzed the current status of development density and influencing factors inside and outside district unit planning zones, focusing on semi-residential areas where the standard floor area ratio was lowered to realize development density within district unit planning zones in Seoul.
