This study focused on improving the Standard Comparison Table of Land Prices using market price information and explored ways to enhance the Land Price Public Announcement System. The study was conducted in seven specific regions, including Seoul, taking into account nationwide distribution of reference lots, regional characteristics, and data acquisition limitations. Regression analysis was performed on market price information and land characteristics of the reference lots in the selected regions to compile the Standard Comparison Table of Land Prices and validate its utility, providing insights into improving the Land Price Public Announcement System.
The analysis methods involved four models of multiple regression analysis with the market price information of the reference lots as the dependent variable and the shape and adjacent road information as independent variables. Model 1 used the location index to adjust the location characteristics of reference lots equally, followed by a regression analysis on land characteristics and market price information. Model 2 considered the realization rate of publicly announced land prices in Model 1, multiplying the location index by 1.3 before conducting regression analysis. Model 3 applied the shape rankings derived using GIS in Model 2.
Model 4 expanded the analysis sets to adjacent homogeneous areas by using stratified sampling and included regional variables and similar utilization situations as independent variables in the regression analysis. The analysis results indicated that the number of non-significant p-values for Models 1, 2, 3, and 4 was 110, 106, 74, and 63, respectively. Model 4 exhibited a higher adjusted R2 value compared to Model 1, showing an overall improvement in explanatory effectiveness and, thus, being considered the most suitable model. Based on these findings, the following insights were derived: 1.
Stratified sampling for creating the Standard Comparison Table of Land Prices in administrative units (eup/ myeon/ dong), specific-use districts, and utilization situations was verified to be useful and should be considered in future improvements to the Land Price Public Announcement System. 2. Using market price information instead of publicly announced land prices as the dependent variable in the Standard Comparison Table of Land Prices, along with adjusting for price variations based on the spatial location of real estate using the location index, was a viable analysis model. 3.
Shape, a land characteristic with low p-values in regression analysis results, should be removed when creating the Standard Comparison Table of Land Prices, while shape rankings measured using GIS should be incorporated. 4. Expanding the range of the geographic unit for creating the Standard Comparison Table of Land Prices to encompass homogeneous areas within identical supply-demand regions, is necessary. 5.
A comparison of the price multiplier coefficient for shape, shape ranking, and adjacent road between Models 1 to 4 and the existing Standard Comparison Table of Land Prices revealed regions with reversed price rankings and areas with low statistical significance in the variable of being adjacent with two roads, among adjacent road variables, indicating the need for future improvements to the Standard Comparison Table of Land Prices. 6. Last, for non-urban areas such as agricultural and forest land, physical characteristics alone may not sufficiently explain the price formation process.
Therefore, it is necessary to expand the scope of stratified sampling for green areas, control areas, and agricultural and forest areas in small and medium sized cities or add new price-determining factors as variables for non-urban areas. However, it should be noted that this study had limitations, as it focused on land characteristic variables related to shape and adjacent roads, and the existing Standard Comparison Table of Land Prices includes data that consider variables beyond shape and adjacent road characteristics. Future research is expected to address these conditions in the development of improved analysis models.
