This study empirically examines the impact of the Land Transaction Permit (LTP) system on real estate prices within the Seoul International District (SID) development area. By comparing the lock-in effect observed in the general transaction market with the spatial spillover effects into the court auction market, which is relatively less affected by direct LTP restrictions, the study explores the differences between policy intentions and actual market responses.
To improve group comparability, Propensity Score Matching (PSM) was employed, while Difference-in-Differences (DID) and the Spatial Durbin Model (SDM) were applied to account for both policy effects and spatial dependence. The empirical findings can be summarized as follows. First, under strong development expectations, transaction regulations appeared to be associated with increased price rigidity rather than overall market stabilization. In the general transaction market, the LTP system was associated with supply inelasticity consistent with a lock-in effect, as some property owners postponed sales in anticipation of future capital gains.
In contrast, the auction market exhibited demand concentration toward relatively high-quality assets, suggesting that transaction restrictions may have contributed to changes in market allocation and scarcity perceptions for prime assets. Second, regulatory responses differed across asset scales within the commercial and business real estate market. Despite an overall downward trend in auction winning-bid rates, demand appeared to concentrate on mid- to large-scale premium assets, showing patterns consistent with a “Flight to Quality” phenomenon.
These differences may be related to variations in investor characteristics, capital capacity, and adaptation strategies under regulatory conditions. Third, the spatial analysis identified meaningful spatial externalities and indirect regulatory effects. The SDM results suggest that the development benefits associated with the SID project extended beyond administrative boundaries, while indirect regulatory effects appeared larger than direct effects. These findings are consistent with the possibility that localized regulations contributed to the spatial redistribution of demand toward adjacent non-regulated areas.
Overall, the findings suggest that uniform spatial regulations may generate heterogeneous market responses depending on asset characteristics and spatial market structures. Accordingly, future real estate policy design may benefit from incorporating differentiated approaches that consider asset-specific demand characteristics and the spatial interactions between primary and alternative transaction channels.
