초록
This study aims to identify the pathways through which inclusive innovation in urban planning spreads, as well as the conditions inside and outside the region that promote and hinder innovation. This is done through a historical review of the urban master plans of Gwangju and Daegu. In urban planning, the main pathway for the spread of inclusive innovation was that cities in the periphery accepted and imitated the inclusive innovation first formed by the central government and the city of Seoul, which was sometimes delayed because cities in the periphery did not follow it.
However, there were other pathways where the two cities’ inclusive innovation took different courses or where the peripheral cities took the lead in creating innovation. Among the external and relational factors of the region, the marginality of localities hinders innovation. In contrast, decentralization and autonomy have allowed city governments to take different directions for inclusiveness or to create innovation on their own. Democratization in 1987 strengthened the innovative capabilities of urban government, promoting decentralization and autonomy as a macro-political and economic factor.
Social inequality caused by low growth after the 1997 currency crisis also promoted inclusive innovation. Internal factors such as political topography, civil society capacity, and material foundation played important roles as internal factors in the region. Cities with progressive ideologies or high civil society capacity had a strong influence on the will and leadership of local government heads, making them more receptive to inclusive innovation. Conservative municipal administrations, on the other hand, more readily accepted strategies for incorporating for-profit characteristics or using private resources in the innovation process of the city government.
The material foundations of the city, such as the local economy and jobs, also acted as a condition for creating or transforming inclusive innovations as needed. These findings suggest that both internal factors (local politics, local civil society’s capacity, and local material foundations) and external and relational factors (national politics, the economy, and the central-local relationship) must be taken into account for city governments to play a role as creators of inclusive innovation.
