This research has studied on various viewpoints of regulation policy through literature, comprehensive and survey reviews as well as clipping newspaper and media sources, in order to objectively understand the current discussion on weakening the regulation policies for urban areas. These concerns have became political and social issues due that the current maintenance and improvement laws for metropolitan areas had restricted urban cities' economic growth, and ultimately worsen its economic conditions. Moreover, the population control policies for metropolitan areas, which the government has announced in public, have not produced any positive outcomes.
According to the survey result, respondents from both urban and suburban areas agreed on weakening the metropolitan regulations. However, respondents from urban areas favored in either weakening or abolishing the regulations, and respondents from suburban areas favored in maintaining or strengthening the regulation. Overall the percentage of weakening took more than 60%.
With the above survey results and the researches on actual conditions of regulations for urban areas, this paper introduced the improvement plans for systematical deregulation as follows: First, as legal improvement plans, this paper proposed, - Enacting laws for thorough management of large cities, dealing with the current maintenance and improvement regulations for metropolitan areas - Leading by the government, creating more industry locations for underdeveloped regions such as eastern and northern areas of Gyeonggi Province - Designating nature conservation areas in metropolitan areas as maintenance and development districts, and excluding from the maintenance and improvement laws - Amending laws that have restricted the number of IT and BT professionals from colleges and universities in metropolitan areas, to cultivate more professionals based on its demand.
Second, as economic related development plans to improve economical reverse function and its discrimination, this paper proposed, - Extending the range of easing the regulations for newly constructed large and midsize corporations in metropolitan areas - Providing sufficient portion of industrial lots to develop an industrial park - Deregulating tourist resort policies especially for nature conservation regions in order to meet the future demand for tourism, as well as allowing establishment of new or expanded factories in accordance with development control regions.
- Repositioning the regulator of maintenance system for urban areas from the central to local governments - Providing an efficient plan to share any advantage or benefits from metropolitan areas' deregulation with suburban areas - Redeveloping metropolitan areas as the center of growth with competitive power - Strategically promoting cooperative development projects run by locals to produce more jobs - Providing supportive plans for companies that had been moved to overseas, but currently returned to the country - Establishing supportive system in accordance with tax regulation and economic situation When the government enforces deregulating the laws, which values the basic policy for the development, or substantially reducing its authority for metropolitan areas, the nation could overcome the current economic hardship and create more jobs.
