(Background and Purpose) Introduced in 2014, the Architectural Asset Promotion Zone system is an area-based framework for architectural heritage management that mandates management plans for zones with concentrated architectural assets. When this management plan is formulated as a District Unit Plan under the National Land Planning and Utilization Act, it combines regulations such as usage restrictions with incentives, such as relaxed building coverage ratios and off-street parking standards. However, structural conflicts arising from differences in the legal frameworks governing these two plans have emerged during actual implementation.
Therefore, this study aims to analyze the linkage between management plans and district unit plans within Architectural Asset Promotion Zones, identify structural conflicts, and propose effective improvement measures. (Method) This study examines 14 Architectural Asset Promotion Zones where District Unit Plans have been established. The institutional framework was identified through a literature review of relevant laws and guidelines.
Furthermore, the linkage between the two plans and their structural issues were examined through a comparative analysis of the District Unit Plan decision records and Management Plan guidelines of Seoul's hanok-dense areas, Incheon's modern-architectural-dense area, Daegu's Hyangchon-dong, Naju Eupseong, and Daejeon's Isa-dong. (Results) The analysis revealed a complementary structure in which the District Unit Plan legally accommodates the special exception standards proposed by the Management Plan, while the Management Plan addresses non-statutory areas such as financing. However, three structural conflicts were identified.
First, because‘Architectural Asset Promotion Zones’are omitted from the off-street parking relaxation targets in the Enforcement Decree of the National Land Planning Act, areas with concentrations of modern architectural assets, such as Incheon and Daegu could not apply this special exception. Second, in Daegu and Gunsan, which overlap with fire districts, mandatory fireproofing standards physically conflicted with the value preservation of wooden modern architectural assets. Third, Seoul's ecological area ratio standards restricted the utilization of the building coverage ratio relaxation incentive for hanoks.
(Conclusions) To resolve these problems, this study proposes three institutional improvements. First, the Enforcement Decree of the National Land Planning Act should be amended to explicitly specify‘Architectural Asset Promotion Zones’so that modern architectural assets can also receive off-street parking relaxation benefits. Second, conditional fireproofing relaxation exceptions or alternative fire-safety district designations for architectural assets within fire districts must be institutionalized to resolve the conflict between heritage preservation and disaster prevention regulations.
Third, by applying Seoul's 2026 ordinance revision case, the exemption from mandatory ecological area ratio application for hanoks within promotion zones should be expanded. Based on this, local governments should continuously revise conflicting legal standards to enhance consistency between the two plans and contribute to promoting the sustainable preservation and utilization of architectural assets.
