Change Service Region, Connection of Business means, Drawing up a plan through Residents' Suggestion must be managed within the limit of agreement and must make clear administrative standard and contents.

And District Unit Project is necessary to be managed as a proper system that overcome the limit of City Planning of macroscopic approach.
