도농통합시의 개발행위허가 실태 분석에 관한 연구

도농통합시의 개발행위허가 실태와 난개발 방지 방안을 분석했다.

본 연구는 난개발이 예상되는 도농통합시를 대상으로 개발행위허가 실태를 분석하고 난개발을 방지하기 위한 제도적 방안을 모색하기 위한 것이다. 이를 위해 본 연구에서는 개발행위허가제와 관련한 선행연구들을 살펴 본 후 개발행위허가제와 지방행정체제 개편에 관한 이론적 고찰을 바탕으로 도농통합시를 추진하고 있는 청주시와 청원군을 대상으로 하여 최근 2년간의 개발행위허가제도 실태를 지역별, 용도지역별, 업종별, 규모별로 현황을 분석한 후 이를 종합적으로 검토하여 문제점을 도출하였다. 그리고 청주ㆍ청원의 도농통합시 출범 이후 광역적 행정구역을 대상으로 개발행위허가제에 의한 소규모 난개발 예상지역을 선정하고 향후 소규모 난개발을 방지할 수 있도록 현행 개발행위허가제도를 보완할 수 있는 제도적 개선방안을 제시하였다. 대표적인 방안은 준산업단지의 지정 및 운영 확대를 통한 계획입지 유도방안, 기반시설부담구역 지정을 통한 개발행위자의 기반시설 설치 유도방안, 수질오염총량관리제의무화를 통한 개발 총량의 규제 강화 등이다. The purpose of this study is to analyze the condition of development permit and find out the proper institutional method for preventing urban sprawl in urban-rural integration city.

For this, I analyzed the condition of development permit by administrative area, land use zoning, industrial classification, and land development permit size for recent two years in Cheongju City and Cheongwon Gun Which will be integrated in 2014. After this, I chose some urban sprawl expected area after the inauguration of Cheongju Integration City, and proposed proper institutional method for preventing urban sprawl in urban-rural integration city including semi-industrial zone, urban infrastructure charging area, total development quantity control.
