(K-means clustering), AHP(Analytic Hierarchy Process) The number of Growth Management Planning Zones (GMPZs) designated by local governments nationwide in Korea has increased rapidly, rising from 65 zones in December 2019 to 11,975 in December 2024. While built-up areas are experiencing hollowing out due to declines in population and local amenities, GMPZs in non-urbanized areas have expanded sharply. Moreover, local governments have designated inducement-type GMPZs on a large scale in non-urbanized areas, using them in practice to encourage development.
This trend has widened the gap between current designation practices and the traditional goals of growth management—prevention of urban sprawl and the formation of an efficient urban spatial structure. In an era of population decline and urban shrinkage, the explosive expansion of GMPZs in non-urbanized areas is undesirable. Based on the premise that GMPZ designation may adversely affect urban spatial structure, this study examined GMPZ designation practices and assessed whether existing designation criteria aligned with the objectives of urban growth management and whether those criteria were sufficient and appropriate.
Against this backdrop, this study analyzed GMPZ designation practices in 19 cities in Gyeonggi Province and examined whether GMPZ expansion was associated with changes in growth management indicators. It further explored directions for improving designation criteria and institutional reforms related to infrastructure cost burdens in GMPZs. For the analysis, growth management indicators—including population, land prices, and the number of permits for development activities—were selected based on the Guidelines for Establishing Growth Management Plans and the Enforcement Decree of the National Land Planning and Utilization Act.
Descriptive statistics were used to examine indicator changes across the 19 cities. Next, K-means clustering was applied to derive typologies of GMPZs and to examine patterns of change in the indicators by typology. In addition, an expert survey was conducted and the Analytic Hierarchy Process (AHP) was employed to estimate the relative importance of designation indicators; a hierarchy of designation criteria was then established by incorporating additional indicators such as Standards for Granting Permission for Development Activities.
The descriptive analysis indicated that local governments designated and expanded GMPZs broadly under relatively loose standards rather than through strict screening grounded in indicator changes, suggesting a substantial risk that non-urbanized areas may become persistent targets for development. The K-means clustering analysis classified the 19 cities into five distinct types, including types characterized by stagnant population growth and building counts alongside notable short-term declines in land prices, and by explosive increases in the area of GMPZs.
In most clusters, GMPZ designation appeared to respond more to short-term development demand than to long-term growth management objectives at the citywide scale. The AHP results indicated that, among the objectives of urban growth management, indicators related to quality of life improvement were rated as the most important for GMPZ designation. Compact and efficient spatial structure and suppression of disorderly development received similar weights, whereas taxpayer protection was assigned relatively low importance.
Because taxpayer protection corresponded to infrastructure-related indicators, this pattern contrasted with policy directions in the United States and Japan, which emphasize compact, network-oriented urban structures anchored in infrastructure planning. Based on these findings, this study proposes that growth management planning should be re-established not as a deregulation-based development inducement tool, but as a comprehensive instrument of urban growth management that covers both built-up and non-urbanized areas. Specifically, the
