초록
The following research on this thesis is about the study of public management theory and case studies which is implemented·being operated on the urban-rehabilitation project. Through case studies based on the actual operation the objective is to look squarely on the effects and the uppermost limit in order to come up with a more effective measures towards public management.
In the research process, the starting point was recognizing the various social problems released from the urban-rehabilitation project, and through the transparency of its operation and fairness, in order to pursue smooth and effective refurbishment project on 16th July 2010, we have looked squarely into the combination of enforcement of the public management system by the urban-rehabilitation project which is implemented·being operated on its theoretical considerations and a variety of advanced research regarding the implemented system. We were able to review the utmost limit of public management system and the precedent proposition on the implications.
Regarding the case studies used in the research based on the actual implementation, the effects and limit on the operation of public management on Hannam redevelopment acceleration zone which is the 2nd demonstration zone for public management. Also while taking a look at overseas case studies regarding public participation, the pending issues and limits to the implications have been deducted regarding public management systems.
In the public management system, during the urban-rehabilitation acceleration process the various corruption which occurs through illegal back-scratching between the main control body union and other related businesses such as operators, maintenance, demolish, design. These corruptions made me realize that there is a limit to how much effort people can put in therefore this system is implemented in order to intervene on the management and support in public. This implementation of this system which will expand·strengthen the public’s role and authority will forsee an expected effect such as the transparency of the refurbishment project, shorter project periods, reduction in project costs etc.
However, one and half years after the follow system has been implemented, this present day we can see that the result is far estranged from our expectations which can be visible through recent operations·in reality. 그것은 Those are the lack of participation by the residents who are the main body of the project, lack in justification in the intervention of the public, overlooking the law revision of the preferred operation procedure on site and the implementation of the system have caused a delay in the acceleration of other projects.
Therefore within the system, insignificant financial support and the public’s actual support towards the refurbishment project along with excessive management·supervision based intervention is the reason. By staying away from the free market economic principle and with the public excessively intervening into the private businesses this will cause the shrinking of the market hence resulting to economic difficulties. The public’s intervention towards private businesses is creating strong doubts that such interventions will be no different from developments central to public enterprises which are retrogressions to the private businesses development flow.
Lately in 2012, within the laws and system revision they have expanded the punishment for the public’s intervention and not on the support based in the improvement of the system. Currently they have still not figured out what the fundamental parts are and also in the recent global times where the people’s roles are increasing, it can be said that it is a retrogression from this day of age. Furthermore, the finances and public manpower utilization which is the support of public management. These supports are obtained through the people’s taxes hence financial deficit and waste in manpower is predicted.
This is the financial support and manpower which is used for the convenience of local groups and this is what overcomes the justification of public participation. Of course we have gotten the expected outcome through the public management system such as the transparency of project acceleration, information going public, extrapolation of burden charge through the burden charge program and short-term forming of promotion committee however this is just a temporary effect which is displayed in the early stages of the implementation and not an overall validation within a given period of time.
Even though the following research is in its early stages, if we take a look at the demonstrated case study we can see the following limitations. We can see that with excessive public intervention there are problems such as proceeding with the project excluding the direct persons concerned, dwelling of new tenants without any alternatives and supports measures for the emigration, lack of professionals and finance, ignoring measures to fund loans for newly starting businesses, short-sighted appointment of builders, disposal plan and validating burden charges.
In order to improve, firstly in order to vitalize the participation of the residents we need to create and operate a private·governmental consultation system. By creating such system, a mutual operation system is in strong need. Secondly, for the new tenants and lower-income group, through the use of public land spaces and their actual participation, obtaining direct consideration and publicness. Thirdly, by creating separate institutes apart from the urban-rehabilitation project and operating it in rural areas creating and using specialized workforce and alternative system operation and active financial support from the central government after taking financial power into account.
Fourthly, implementing financial and business structure for private development businesses and national housing funds 본 논문의 연구는 도시정비사업에서 적용·운용되고 있는 공공관리제도의 이론적 고찰과 실질적인
