초록
(Background and Purpose) Since 2002, the number of improvement zones for housing redevelopment projects has increased due to the New Town Project. As the real estate market fell after the 2008 financial crisis, the number of improvement projects which were not carried out increased. As of 2018, 393 improvement zones in Seoul have been canceled. Many were relatively good residential areas and had no management plans after the cancellation of the improvement zone. When considering the time from the designation of the improvement zone to its cancellation, regional changes must be observed over an extended period to establish management plans.
Hence, this study aims to describe the regional differences in relatively good residential areas from the time of designation of the improvement zone to their cancellation. Doing so, it explores the management directions in these areas. (Method) A relatively good residential area, with detached houses formed by a land readjustment project designated as the improvement zone in New Town, but then canceled, is selected as the study site. The study's chosen site is Seoul's Jungwha Urban Renewal acceleration second district. From the designation of the improvement zone to its cancellation, changes in buildings, population, and households at the study site are compared with adjacent areas.
(Results) Before the revocation of the improvement zone, the number of people and households have decreased rapidly, with restrictions on building activities. The number of single-person households and older adults has increased, but the number of households with children has declined rapidly. After the cancellation of the improvement zone, as restrictions on construction activities have been released, the population and households have increased again owing to intensive house construction in a short period. However, the number of households with children moving out is limited. (Conclusions) Although there are limitations to a single case study, the conclusions of this study are as follows.
In residential areas with detached houses based on a land readjustment project, the designation of the improvement zone reduces the diversity of populations and households while quickly changing the residential area into a zone for elderly and single-person households. After the cancellation of the improvement zone, the population and number of households have been restored through housing construction, but the diversity of the previous populations and households has not recovered. As a result, the zone will be reconverted into residential areas of single-person households, similar to adjacent areas.
Considering these changes, discussions about the populations and households in these areas must precede the establishment of management plans.
