As technology advance and cultures change and develop very fast with diversity especially from last century, different measurement standards of human residences and their locations, with hygiene, convenience, and safety as good examples, have been proposed. Measurements in Ulaanbaatar, the capitol of Mongolia, show that the city has very poor conditions of those.
I am doing this research to find any possible solution for the problems in development of the city and to make contribution to further development. From 1960s to 1990s, Mongolia could make some achievement in city development and urbanization. But since 1990, the development fundamentally stopped. Until 1990, Mongolian society was based on ideology; its economy was a command economy controlled under government. In those years, agriculture and livestock-raising supported the nation, and the population of its capitol city was less than 400,000. In 1990 the country came to have a democratic government, and most of the people stopped agriculture and stock-raising and engaged in business.
This made the local areas wild lands, and the population fluctuation started with many more people moved to cities. As population of the capitol city grew too fast, the number of people who use and/or own the lands grew rapidly in accordance. Many and various violations of land laws happened as well as disputes. The city development plan of the government failed in different levels showing undesirable side effects. In 2002, the government changed the law to allow the people to own their homes and lands.
In a sense, this helped the people to own, develop, and sell their real estate; but when the future development was not clearly set and problems of city planning were not being solved in good ways, it can cause more troubles. Since the law was changed, the cases of violations and disputes increased by 50%. I think these violations and disputes can be solved through ?use-district? system. When the system is introduced, legislation should be made first, and then relevant regulations, sizes of districts, and uses of constructions in the area should be set in detail ? to solve and prevent those. According to the statistics of disputes and violations, there were 2,652 cases in 2009.
Among those, 1,781 cases were solved and 871 weren?t. The unsolved cases couldn?t be taken care of due to imperfectness of the relevant laws and regulations on lands and cities. It is reported that they need to be modified or improved soon. According to recent movements of Mongolian government, it seems that they think the main strength should come from mines developments and that they will make two or three big cities following this plan. For the new cities, especially in their development and city planning, the planning of their use-district system needs to be made in enough advances and be applied in each appropriate step.
For each use-district, the relevant regulations and their sizes should be set legally to make good results.
