This study was intended to improve the quality of life by improving dilapidated or poor houses in order to achieve the constitutional basic rights meeting the individual's right to pursue happiness, property right, freedom of residence.
The population gravitated towards the zones of large cities such as Seoul, Busan and the like with the rapid industrialization and urbanization of Korea since the 1960s, which caused the serious phenomenon of housing shortage and mass-produced unlicensed poor housing. And it further developed into the urban problem derogatory from public health and urban development. To resolve this housing problem, diverse policies have been implemented but poorly driven on account of the lack of government budget and its related institutional problem.
Policies to resolve readjust jerry-built inferior houses in a systematical manner and resolve the beautiful spectacle and housing problem of cities were developed into separate laws such as the Urban Redevelopment Act, the Housing Construction Promotion Act and the like. They have begun to be integrated and managed as the『Urban and Residential Environment Readjustment Act』since Jul 1, 2003, which was enacted to make an attempt at urban management based on the consistency of the project and 「Planning First-Development Later」.
This law is intended to designate the district necessitating the restoration of the urban function or poor in the residential environment as the planned readjustment district. Urban and residential environment readjustment is driven by dividing it into the housing redevelopment project, the housing rebuilding project, the residential environment improvement project and the urban environment readjustment project. It developed into the new town project(readjustment promotion project) to resolve the residential, environmental and educational problems at the same time and provide support for balanced local development.
Here, an attempt was made to compare and analyze the new town project(readjustment promotion project), redevelopment project, rebuilding project and the like with a focus on the floor area ratio, the number of floors and the obligatory ratio of the small area. As a result, the following findings were obtained: First, the Floor Space Index is the ratio of the total floor area of buildings on a certain location to the size of the land of that location, or the limit imposed on such a ratio. That is, the Floor Area Ratio is the total building square footage (building area) divided by the site size square footage (site area).
Because project feasibility is maximized as the floor area ratio to the site increases in its comparison, its increase leads to the expansion of profits. The standard floor area ratio in new town(readjustment promotion), redevelopment and rebuilding projects is 150% in the 1st class, 190% in the 2nd class and 210% in the 3rd class. It is required that the use zoning can be changed through deliberation in each committee by including the incentive floor area ratio such as contribution payment in the upper-limit floor area ratio.
It is thought that the absolute comparison of the floor area ratio has no great meaning because it may differ according to the judgement and policy making of the committee. Second, the comparative analysis of the number of floors shows that it is not greatly meaningful to compare the 1st- and 3rd-class general residential area. Comparison of the 2nd-class general residential area in the new town, readjustment promotion, redevelopment and rebuilding projects shows that it is possible to relax the floor area ratio to less than the maximum of average 16 floors equally in those projects.
But when diverse residential types are planned such as the placement of low-story, medium-story and mixed-use buildings in the readjustment promotion project, the committee can relax the floor area ratio within the range of 40% in consideration of the characteristics and scenery and the like of the district. For this reason, the comparative analysis of the number of floors shows that the readjustment promotion project is most favorable. Third, the comparison of the obligatory ratio of the small area to be built in new town, readjustment promotion, redevelopment and rebuilding projects shows that the floor are
