산업구조 변화에 대응하는 준공업지역 환경개선과 복합용도 개발계획을 연구했다.

Due to qualitative change in industrial structure resulting from de-industrialization process, in terms of competitive capacity, what is more needed is making of innovative industrial community and its more complex role, which can accommodate the need for a new space employment. For this, a better industrial, living and working environment is also deemed important. In addition, with the increase of income and improvement of standard of living, the expectation for a more environmental friendly industrial location is rising.

However since development areas within Seoul being saturated, we are now entering into an age of streets-filled cities and, in the quasi industrial areas of Seoul, the factory-moved sites have all turned into high-storied apartments and office-tels. Such loss of industrial areas and the co-existing of living and industrial locations have created many problems. On the other hand, in the case of intensive industrial areas, the factories are situated in a very poor environment, which is causing bad-quality production and serious environmental pollution.

Therefore, with the change of industrial structure, our existing approach to city industry must undergo some alteration, which should include not only the physical city environment but also in increasing and elevating local industries. Viewed in such aspect, Guro-gu is now situated in the southwestern transportational center connecting from central Seoul all the way to Bucheon and Incheon. It is also in the middle of the Digital plaza and Mokdong.

As one of four major quasi-industrial areas within Seoul (Dobong, Yeongdeung, and Seongdong, being the other three) Guro is noted for its lack of green areas, parking spaces, and cultural facilities, and is characterized by co-existence of living and industrial areas. The business facilities in the near areas including the stores selling machineries and supplies are deteriorated and scanty, which is not efficiently using its space in the city.

Therefore, the purpose of this project is to accommodate the change in industrial structure of Seoul and suggest a complex development plan for improving the city environment of quasi industrial areas by means of effective use of land and by producing new jobs related to the co-existence of business, living, office, and cultural spaces that is different from the existing business-living co-existence. This study consists of the following.

In part 2, in presenting the problem, this paper looks at the relations between city and industry due to de-industrialization, the industrial structure of Seoul, and the present state of and the policies for utilization of factory moved sites within quasi industrial areas. Then it suggests an alternative complex development plans based on the need for the industrial function of the city. In part 3, case studies, both foreign and domestic, of multi-functional development in architecture, focusing on the placement plans per facility is studied, their types analyzed and their features are compared using analysis of MD structure. Part 4 is a plan based on the studies conducted in parts 2 and 3.

The theoretical observations of part 2 and the field investigation and bibliographical research of part 3 are applied here, which then moves on to structuring MD according to market analysis of the current trend in multi functional facilities and suggesting a complex functional development plans appropriate for a quasi industrial area. In Part 5, based on the result from the former three parts, the following conclusions are drawn. 1. A multi-functional development plan which respects local characteristics must be drawn.

Even within Seoul, the kinds, range, and form of business activities may appear different according to its location, such as downtown, northeast, southwest, and general quasi industrialarea. Therefore the multi-functional development plan must be flexible enough to take into consideration these local features. 2. A variety of functions need to be developed which respects business types and the complex nature of industrial functions. Current multi-functional development emphasizes living and business areas respectively, resulting in the hybrid location of living and industry.

In this respect, a multi functional development centering on city industry must be established, through the means of securing competitive abilities and effective employment of land within quasi industrial areas. 3. A political support for multi-functional development is required. Korea already has established policies in terms of development in Cheonggeycheon (name ofa stream in Seoul). But this is still in its rudimentary state. In terms of a large scale multi-functional development through change of function within quasi-industrial areas, not only favorable political policies but also academic research is lacking and is much in need. 4.

Function placement in terms of multi functional development is very important and is perhaps the key to an overall development success. This study, in introducing the Japanese case of foreign multi functional development, conducts analysis of MD structure as well as the horizontal and vertical site plan and suggests that a more comprehensive and detailed research in the future, which may include topics such as city, environment, human and social environment, transportation assessment, structure, and facilities. 탈공업화에 따른 산업구조의 질적 변화에 따라 경쟁력 제고차원에서 창의적인 인간중심의 혁신주도형 산업 커뮤니티조성, 기능 복합화 등 새로운 공간수요에 탄력적으로 대응해야할 필요성이 대두되고 이를 위한 쾌적한 산업환경, 생활환경 및 직주기능의 중요성이 점차 부각되고 있다.

또한 소득 및 주민의식의 향상으로 환경 친화적인 산업입지에 대한 기대수준은 점차 높아지고 있다. 그러나 서울의 개발 가능지가 고갈되어 기성 시가지의 정비시대로 접어들었고 서울시 공업기능을 담도록 의도된 준 공업지역은 최근까지 공장 이전적지의 대부분이 고층 아파트ㆍ오피스텔화 되는 등 타 용도로 전환됨에 따라 공업집적 기반의 상실과 함께 주공 혼재 문제가 심화되고 있다. 한편, 공장 밀집지역의 경우 열악한 입지환경에 노후화된 영세공장들이 밀집해 있어 생산성이 저하되고 심각한 도시환경 문제가 제기되고 있다. 따라서 산업구조 변화에 따른 도시산업에 대한 기존의 접근 방향은 다소 수정되어야 하며 또한 물리적인 도시환경정비 측면 뿐 아니라 지역 활성화 산업구조의 고도화 차원으로 접근되어야 할 것이다. 이러한 차원에서 현재 구로구는 서울 도심부로 부터 부천ㆍ인천으로 이어지는 서남부의 역세권이며 구로 디지털
