주택개발사업의 자금조달기법 활성화 방안에 관한 연구 : 프로젝트 파이낸싱 중심으로

주택개발사업의 프로젝트 파이낸싱 등 자금조달기법 활성화 방안을 연구했다.

주택개발사업은 단기간에 막대한 자금을 필요로 하는데 우리가 필요로 하는 주택을 공급하기 위해서 활용되는 자급조달을 위한 다양한 금융기법에 대하여 알아보고 주택공급활성화에 필수적인 자금조달기법 활성화 방안을 연구한다. 우리나라의 주택개발사업은 프로젝트 파이낸싱에 의한 토지재원조달과 선분양제도로 건설자금을 조달하는 방법이 주로 이루어져 왔다. 이에는 국민주택기금, 자산유동화증권, 프로젝트 파이낸싱, 펀드, 부동산투자신탁 등의 방식이 주택개발사업에서 필요로 하는 자금을 확보하는데 큰 도움을 주어왔다. 본 연구는 주택사업에 활용되는 자금조달기법 중에서 주로 프로젝트 파이낸싱의 활용성에 대하여 조사하였다. 다양한 금융기법들과 결합할 수 있다는 장점을 가진 프로젝트 파이낸싱은 1980년대부터 SOC사업을 중심으로 활용되었다. 이후 주택개발사업의 자금조달기법으로 활용되어 그 활용성을 입증하였고, 초기주택건설자금 확보를 위한 방법으로 그 활용성이 가장 잘 나타난 금융기법이라 할 수 있다. 본 논문은 주택개발사업에서 활용되고 있는 자금조달기법에 대한 이론적 고찰을 중심으로 프로젝트 파이낸싱의 활용도와 활성화 방안에 대하여 실존 사례를 살펴 연구하였고, 프로젝트 파이낸싱의 문제점을 살펴보았다. 주택개발사업에서 프로젝트 파이낸싱의 활성화 방안 또한 나름대로 제시하여 주택개발사업의 활성화에 일조하였으면 한다.

As the housing development business requires tremendous funds in a short time, this study is focused on reviewing various financial techniques for the fund raising to be utilized for supplying the housing required by us, and conducting researches on the activation plan for the fund raising techniques which is essential for the activation of housing supply. The housing development business in Korea has been formed mainly in the technique of raising financial resources for land through the project financing and the raising of construction funds through the pre-sale system.

For these, the techniques such as the national housing fund, asset backed securities (ABS), project financing, fund, real estate investment trust, etc. had helped greatly to secure the necessary funds required by the housing development business. This study mainly examined the utilization of project financing among the fund raising techniques to be utilized for the housing business. The project financing having the merits of possibility to be combined with various financial techniques had been utilized from 1980s with being centered at SOC projects.

Afterwards, its utilization was verified by being utilized as the fund raising technique for the housing development business, and it is considered as the best financial technique showing its utilization as the method to secure initial construction funds for housing. This thesis studied the utilization and activation plan of the project financing by reviewing the existent cases with being centered at the theoretical consideration on the fund raising techniques being utilized at the housing development business, and reviewed problems of the project financing.

Also, I would like to help the activation of housing development business by suggesting the activation plan of project financing at the housing development business in my own way.
