South Korea’s real estate policy has evolved with the objectives of expanding housing supply, stabilizing the market, and enhancing housing welfare. These policies can generally be categorized into land policies, housing policies, and regulatory or deregulatory measures. Given that the real estate market is closely linked to economic and financial policies, achieving a balance between market stimulation and market stabilization remains an important policy challenge. The current government has adopted “balanced growth for shared prosperity” as a national goal and has identified the expansion of housing supply and the realization of comprehensive housing welfare as key policy priorities.
To achieve these objectives, the government has successively announced measures such as the “Strengthened Household Debt Management Plan,” the “Housing Supply Expansion Plan,” and the “Housing Market Stabilization Measures.” The following discussion examines the major contents of these policies and evaluates their potential to achieve housing welfare as well as their policy limitations. To increase housing supply in urban areas, the government has promoted higher floor area ratios (FAR) and relaxed requirements for securing public green spaces.
While these measures may increase housing supply, they could also lead to insufficient infrastructure, reduced green space, and deterioration of the residential environment. In addition, benefits are likely to be concentrated in areas with strong development demand, potentially driving up land and housing prices and widening regional disparities. Likewise, the integrated approval system for public housing site development may shorten project timelines, but it raises concerns about insufficient review of environmental and transportation impacts and limited opportunities for public participation.
Furthermore, expanding the flexibility to adjust the proportion of public housing may weaken the policy objective of securing an adequate public housing supply. The increased representation of urban planning experts on the Integrated Public Housing Review Committee may facilitate housing development, but it could reduce the relative influence of architectural and transportation experts in the review process. The expansion of regulated areas and land transaction permit zones may help curb speculative demand; however, it could also discourage transactions by genuine homebuyers and create spillover effects as demand shifts to less regulated areas.
In addition, tighter mortgage lending regulations and higher stress-test interest rates may contribute to financial stability, but they could increase the burden on first-time homebuyers, young households, and other end-users. Tax reform proposals also present challenges. Since specific measures have not yet been clearly defined, it is difficult to predict their effectiveness, and adjustments to property and transaction taxes may raise concerns regarding equity and fairness. Moreover, stronger enforcement against false transactions and market manipulation may enhance transparency, but it could also discourage legitimate transactions and contribute to a decline in market activity.
In conclusion, although the government’s policies aim to expand housing supply and stabilize the housing market, they may also result in reduced public interest considerations, insufficient infrastructure, limited public participation, and increased burdens on end-users. Therefore, housing supply expansion should be accompanied by infrastructure development, the preservation of public housing, meaningful public participation, and stronger protections for genuine homebuyers in order to ensure both policy balance and long-term sustainability.
