This study aims to examine how first- and second-generation new towns and general housing development districts in the Seoul Metropolitan Area, supplied under the Housing Site Development Promotion Act, affect shopping travel time.
Previous research has largely focused on commuting trips or on city-wide or national spatial scales, and empirical studies that compare non-commuting and shopping travel behaviour across different housing development types remain very limited. Accordingly, this study poses three research questions. First, do housing development types in the Seoul Metropolitan Area exert an independent effect on shopping travel time after controlling for individual, household, and spatial characteristics?
Second, is shopping travel time in large-scale new towns planned to be self-contained in fact shorter than in small- and medium-scale general housing development districts primarily designated for supplying residential land? Third, do development types create systematic differences in the mode choice structure among walking, car, and public transport, and, through this channel, generate indirect effects on shopping travel time? The analysis uses data from the 2016 Household Travel Survey for the Seoul Metropolitan Area, extracting trips made for shopping purposes.
The spatial scope is limited to first- and second-generation new towns and general housing development districts designated and implemented under the Housing Site Development Promotion Act. Housing development types are classified into three categories: first-/second-generation new towns, general housing sites within Seoul, and general housing sites outside Seoul. The dependent variables are shopping travel time (minutes) and travel mode (walking, car, public transport). Independent variables include individual characteristics, household characteristics, spatial characteristics, and transport attributes.
Spatial variables comprise the area of administrative dongs and development districts, road area ratio, intersection density, population and employment density, and land-use mix measured by LUM4. The empirical analysis proceeds in three steps. First, descriptive statistics by development type and travel mode are presented, and group differences are examined using chi-square tests, the Kruskal–Wallis H-test, and Dunn’s post-hoc test. Second, multiple linear regression models with shopping travel time as the dependent variable are estimated to identify the direct effect of development types.
Third, a multinomial logit model is specified to estimate relative risk ratios of choosing walking or public transport rather than car use. Three alternative specifications (Models 1–3) are compared by stepwise inclusion of development type and district area in order to explore the effect of development types on mode choice and the possibility of indirect effects mediated by spatial scale. The results show, first, that housing development types exert a small but consistent effect on shopping travel time even after individual, household, and spatial characteristics are controlled for.
Residents of first-/second-generation new towns and general housing sites outside Seoul have significantly longer average shopping travel times than residents of general housing sites within Seoul, and this pattern persists even after controlling for household characteristics, spatial variables, and transport attributes. This implies that, even within the same metropolitan region, everyday shopping accessibility is structurally differentiated according to housing development type. Second, shopping travel
