지속가능한 발전을 위한 토지이용의 효율성 제고에 관한 연구

미국 경전철 사례를 통해 지속가능한 토지이용 효율화 방안을 살폈다.

This study aims to examine the strategies to promote efficiency of land use for sustainable transportation from the case of urban development through light-rail transit in the US, and to provide the expansive implications from the case. This study focuses on the case of urban development in Phoenix, Arizona. The introduction of the Phoenix light-rail corridor is expected to enhance the public transport system and the efficiency of land use in downtown Phoenix by decreasing automobile use and therefore traffic jams in the area. The analysis concentrates on three main areas for sustainable development: economic, environmental, and social effects.

The economic benefits in the corridor are to increase values of real estates and to revitalize the downtown, and the environmental benefits are to decrease traffic congestion and vehicle miles traveled. In addition, LRT is able to be connected to other environmental friendly transportation modes, such as walking and bicycling. LRT can enhance social equity and public health. The sustainable effects are connected to compact and mixed land use development. Therefore, LRT in Korea needs to utilize the land use strategies for sustainable community development. 이 연구는 미국의 경전철을 이용한 도시개발 사례를 통해 지속가능한 교통을 위한 토지이용의 효율성을 제고하기 위한 전략을 살펴보고, 그로부터 시사점을 도출하는 것이다. 이 연구는 미국의 아리조나주 피닉스시의 도시개발 사례를 중심으로 살펴보았다.

피닉스 시는 대중교통체계를 장려하면서 자동차 이용을 줄이고 교통체증을 경감시키면서 토지이용의 효율성을 제고하고자 경전철시스템을 도입되었다. 이 연구에서 분석은 지속가능한 발전의 주요 분야인 경제적, 환경적, 사회적 관점의 세 가지 측면에서 이루어진다. 경제적 이익으로는 부동산 가치의 증가와 지역경제의 활성화이고 환경적으로는 교통 체증과 자동차 운행 거리를 줄일 수 있다는 것이다. 그리고, 다른 친환경적인 교통수단, 예를 들면 보행과 자전거와 연결시킬 수 있다. 또한 경전철은 사회적 형평성과 지역주민의 건강을 향상시킬 수 있다. 이러한 지속가능성의 효과는 고밀도와 복합토지이용과 연계될 수 있다. 그러므로 한국에서의 경전철 사업도 지속가능한 지역사회를 위해 그러한 토지이용전략들을 활용할 필요가 있다.
