開發制限嘔域의 運用實態와 效率的 活用에 關한 硏究 : 全州圈를 中心으로

전주권 개발제한구역의 운영 실태와 효율적인 활용 방안을 연구했다.

As the urbanization and industrialization is made, with the purpose of pre- venting the city from expanding unorderly, of preserving agricultural lands and of keeping the country safely preserved, developing banned areas around four- teen cities with the capital city first begined have been designated. Therefore, to reduce the citizens' sacrifice within the developing banned areas to the least while carrying out the orginal planned purpose and to utilize the country resourses to the most, this thesis has a purpose in studying the effective utilizing device centering Chonju zone on the system of developing banned areas designated and managed unilaterally focusing big cities.

The developing banned areas within Chonju zone is designated 225.4km' in the area of Chonju city, Wanju county, and some of Kimje county focusing Chonju city according to No. 258 of the Ministy of Construction in June 27, 1973, and among them forest and field cover 55.6% and paddy field 23.0%. The effective utilizing devices of developing banned areas can be recom- mended four as follows : ①The convertion into economic agricultural lands. Without restricting the agricultural land of developing banned area on the rice production only, they should convert it into an economic land using bynle house in order to get highly incoming products like special use plants or flowering plants.

②The utilization for public housing sites. By purchasing paddy field of de- veloping banned areas or crossed areas developing possible, they should use them as a public housing sites like chief house for common people or permanent lease house for workers managed by goverment or local self -government. ③The utilization for education and social welfare facility sites. Develop- ing banned areas should be utilized much for education and social welfare facili- ty sites runned by public organization or party. ④The utilization for city amusement places.

City amusement places which citzens can utilize should be established much by establishing athletic facilities or convenience facilities on the dementiona of actively utilizing rather than inactively utilizing developing banned areas.
