해양지적제도의 변천과정에 관한 연구

해양지적제도의 변천을 살펴보고 향후 제도 방향을 제시했다.

This paper of this study is to suggest the future marine cadastre system based on the concept of marine cadastre and the chang process with time. To achieve the research objective, the temporal range of research has been limited since 1609 and the spatial range was limited to marine and coastal areas and the scope of content was limited to major change contents of marine cadastral system. Descriptive, historial and comparative approach were applied concurrently and survey was carried on through collecting the secondary research data by literature review.

Conclusion of the study is as follow: First, conceptional approach about change process of marine cadastral system was reviewed in terms of meaning of marine cadastre, changes of marine cadastral system with time and approach framework about change of marine cadastral system. Second, change process of marine cadastral system were categorized as early stage, conversion of consciousness stage, institutional introduction stage and institutional growth stage and they were reviewed in terms of period, development background, major content and orientation. Third, the future marine cadastre system was suggested based on the result of reviewed content.

본 연구는 해양지적에 대한 개념과 시간적 흐름에 따른 변천과정을 검토하고, 이를 토대로 향후 해양지적제도의 바람직한 방향을 전망한다. 이러한 연구목적을 달성하기 위하여 연구의 시간적 범위는 1609년부터 현재까지, 공간적 범위는 해양과 해안지역으로 한정하고, 내용적 범위는 해양지적제도의 주요 변화내용으로 한정하고자 한다. 조사방법은 문헌(literature)조사를 통한 2차 자료를 수집하였고 접근방법은 서술적 접근방법을 비롯하여 역사적 접근방법과 비교론적 접근방법을 병용하여 적용하였다. 연구결과는 다음과 같은 관점에서 도출하였다. 첫째, 해양지적제도 변천과정의 개념적 접근은 해양지적의 의의, 시간의 흐름에 따른 해양지적제도의 변화, 해양지적제도의 변화에 대한 접근 틀 차원에서 검토하였다. 둘째, 해양지적제도의 변화과정은 초기단계, 의식 전환단계, 제도적 도입단계, 제도적 성장단계로 구분하여 각 단계별 시기, 발달배경, 주요내용, 지향성 등 차원에서 검토하였다. 셋째, 해양지적제도의 향후 전망은 검토된 변화과정의 연속선상에서 바람직한 방향을 모색하였다.
