초록
[Purpose] This study aims to develop standardized management indicators for public land by integrating ESG(Environmental, Social, and Governance) perspectives into the framework of sustainable development and management. In the face of escalating global challenges such as the climate crisis, social inequality, and pandemics, the role and responsibility of public lands as national and communal assets have become increasingly critical.
Based on Articles 23 and 122 of the Korean Constitution, which emphasize public interest and the protection of national territory and natural resources, this study highlights the necessity of shifting the perception of public land from a mere financial resource to a means of realizing social value through the adoption of an integrated ESG-based management framework. [Methodology]The study consists of three main phases. First, preliminary management indicators were derived through a comprehensive review of relevant laws, policies, previous studies, and domestic and international ESG evaluation standards and best practices.
Second, the appropriateness and validity of the preliminary indicators were assessed through the Delphi method with a panel of experts in public land and ESG management. Third, final indicators were structured into a hierarchical model and evaluated using Analytic Hierarchy Process (AHP) to determine their relative importance quantitatively. [Findings] Through literature review and Delphi analysis, a total of 36 final indicators were identified—10 in the environmental domain, 11 in the social domain, and 15 in the governance domain.
AHP results indicated that governance was the most critical factor in public land management, underscoring the importance of a transparent and accountable decision-making structure. In the social domain, elements such as conflict resolution and community engagement were highly emphasized, reflecting the need to uphold public interest and social equity. In the environmental domain, the establishment of environmental goals and minimization of environmental impacts emerged as key considerations. [Implications]This research contributes academically as the first structured attempt in Korea to quantitatively incorporate ESG principles into public land management indicators.
Practically, it offers a foundation for implementing ESG-aligned policies by providing guidance on stakeholder engagement, information transparency, and fairness in public land development and utilization. The findings are expected to inform future policy-making and institutional reforms while aiding the establishment of effective management systems in practice. Ultimately, the study supports the repositioning of public land as a strategic public asset capable of achieving environmental, social, and economic sustainability.
