도시계획에 따른 개발이익과 손실의 조정 방안을 연구한다.

This paper discusses on how to adjust planning gain and loss occurred by urban planning. Despite windfall profit or wipe out was amplified by rapid urbanization during the past three decades in Korea, social attention on balancing planning gain and loss has been insignificant far below necessity. Urban planning system in Korea comprise land use control, location planning of urban public facilities and development planning. We grope for redeem Up-zoning gain and compensate down-zoning loss through planning tools. Also, we will find best way to balancing between gain and loss in the development process.

Various planning systems in developed countries focusing this issues will be good references. Land use control minimizing planning gain and loss, development charge or public facilities obligation to redeem development gain, transfer of development right, environment protection easement etc. are compared and their applicabilities to urban planning systems in Korea are evaluated. We present practical alternative proposal on zoning system, development charge, Koreanized TDR system for balancing planning gain and loss.
