Commercial Zones is an urban planning strategy used to promote dense development and provide commercial and business services by designating new zones or changing the current purpose of an area. Additionally, these zones focus on improving transportation options and creating new job opportunities. Nevertheless, the quantitative increase in residential use in Commercial Zoness in Seoul in recent years has reached a saturation point.
Residential use is being provided in a format similar to residential apartments in zones that prioritize low-density central centers with relatively weak commercial business functions. The impact of the increase in residential facilities on employment necessitates analysis and consideration. Consequently, analyzing the impact on employment of the increase in residential use in the central area was done by creating a multiple regression analysis model with the change in the number of employees as the dependent variable. The analysis results show that the increase in floor area through new construction had a significant impact on the change in the number of employees in the surrounding area.
The expansion of commercial and business floor area contributed positively to employment growth in all Commercial Zoness, whereas the increase in residential floor area had a negative effect on employment growth. In this study, the differences in the impact of the increase in residential use among central zones showed variations in both direction and degree of effects depending on the hierarchy of the central area. The increase in residential floor area had a positive (+) impact on the change in the number of employees in downtown and metropolitan centers, unlike the results in all Commercial Zoness.
This indicates that an increase in residential use leads to an increase in demand for services and complements the commercial and business functions in downtown and metropolitan centers, where existing commercial and business activities are active and economic activities are concentrated. When looking at all of these findings together, it was discovered that the rise in residential activity in Commercial Zoness can stimulate commercial and business activities, but also impede employment opportunities based on the central area's hierarchy and the characteristics of the commercial and business sites.
The findings of this study suggest that different central zones experience varying degrees of change in employment patterns as residential use increases in Commercial Zoness. As such, it is crucial to tailor regulations for residential use based on the specific demand and operational needs of Commercial Zoness in each region, considering factors such as employment growth, high-density development, and housing availability. Secondly, it was discovered that construction activities in smaller central zones mostly cater to residential purposes, with a relatively smaller growth in commercial and business establishments.
Nevertheless, considering the negative impact of the increase in residential use on the increase in the workforce, high-density development tailored to low central zones requiring physical facility improvements is necessary. Lastly, in high central zones where the increase in residential use leads to employment growth, such as in downtown and metropolitan centers, adjustments and management measures for residential facilities should be established in conjunction with regional employment function diagnosis and fostering strategies to induce mutual complementation of existing urban functions.
