초록
The land boundary disputes can be defined as disputes with interest persons on the parcel registration in terms of physical, ownership, land value and restrictive land use. It is not belong to human and land relationship but disputes on the land with interest individuals. The characteristics of land disputes is that many cases the results are related with an increase and decrease of area and this involved with the economic calculation. Under the graphical survey based system, the land boundary disputes seems to be repetitive problems.
In spite of the limitation of a graphical survey based system and its serious problems is widely known in cadastral survey field, the cadastral reform project was not initiated because of large amount of budget and number of social conflicts. This point reflects that there are high possibility of the potential land boundary disputes on the location and area. It has been continuously raised that the necessity of 2.5 dementional or 3 dementional approaches in order to resolve the limitation current 2 dementional cadastre. However it is not clearly defined the academic concept of 3D cadastre.
Thus this research address to defining the academic concept of 3D and presents the resolving land boundary disputes applying the 3D cadastre. This research motivated by this problem identification and expected that it will contribute for applying 3D cadastre on the resolving land boundary dispute matters in academia and industry as well. The ultimate research objective is to present applying 3D cadastre for resolving land boundary disputes. In order to achieve the research objective a comprehensive literature on land boundary disputes and 3D cadastre has been carried out. The current status of land boundary disputes has been analyzed.
Based on the analysis the applying 3D cadastre for resolving land boundary disputes has been presented. The results of the analysis of applying 3D cadastre in terms of institutional aspects can be summarized as the followings. First, revising the current law and regulations to introduce 3D cadastre. The revising work should be carried out in the direction of how to collect the data accurately and promptly and how to provide the information with general public. Second, the high level approach considering the increasement of national land use and re-development of city and reviewing the related individual acts is required.
Third, reorganizing the cadastral administrative organizations enable to acquire decision making information through the Internet. Firth, the 3D cadastral registration should be carried out based on the improved cadastral survey which register below the earth surface and above. Fifth, the effects of 3D cadastre applying 3D cadastre management system will increase an effective land administration, securing land ownership and providing reliable and updated land related information. The results of the analysis of applying 3D cadastre in terms of technical aspects can be summarized as the followings.
First, in oder to implement 3D cadastral surveying 3D data acquisition procedures, data accuracy, data standard, the service fee policy, 3D database building and specifications should be addressed in detail. Second, the current cadastral surveying system should be improved in order to extend 3 Dementional space data and applying spatial analysis. Third, development of 3D cadastral link system which enable to use, manage the cadastral information and land related information need to be addressed.
In the direction of extension to 3D cadastral registration such as solid parcel, the volume, height, underground constructions, underground shopping complex, underground parking lot, subway, underground way and other facilities.
