도시계획적 종합 처방으로서의 고층주택 공급: 싱가포르 사례 연구

싱가포르의 고층주택 공급을 뒷받침하는 도시계획과 개발 규제를 분석했다.

This study examines how Singapore’s urban planning systems support various issues that arise from the supply of high-rise housing, including increased traffic volume, infrastructure and environmental burdens, landscape, safety, and inclusivity. To analyze this, I reviewed official development regulations related to land use, density, height, and volume ratios, and examined public and private high-rise housing supply cases. The analysis shows that Singapore aims to supply “high-quality affordable housing” accessible to public transportation and amenities, and uses various development regulations to achieve urban planning goals.

Recent public and private high-rise housing supply examples show that public housing is supplied in central areas with excellent access, and private areas have active integrated developments centered around transportation hubs. These examples serve as policy tools that promote both housing supply and reduced carbon emissions, improved quality of life for citizens, and the activation of downtown areas. The urban planning system and related development cases surrounding high-rise housing supply reviewed in this study have significance as policy examples of future-oriented high-rise housing development trends that can be applied to other cities facing similar challenges.

본 연구는 활발히 고층주택을 공급해 온 싱가포르에 초점을 두고, 고층주택 공급에 따른 통행량 증가와 이로 인한 기반시설 및 환경적 부담, 경관, 안전, 포용 등의 이슈를 도시계획 제도로 어떻게 뒷받침하고 있는지 검토 및 고찰한다. 분석을 위해 토지이용, 밀도, 높이와 관련된 개발규제 공식문서 및 용적률 상한 데이터 등을 검토하고, 공공 및 민간의 고층주택 공급 트렌드 사례를 분석 및 답사하였다. 도시계획 제도 분석 결과, 싱가포르는 주택과 결부된 도시계획적 목표로서 ‘고품질의 저렴한 주택’을, 대중교통과 어메니티의 접근성이 좋은 곳에, 공원 및 자연 요소와 조화를 이루어 공급할 것을 표방하며, 이를 위한 수단으로 다양한 조닝, 용적률 인센티브, 호수밀도 규제, 높이 및 테라스층 인센티브 등의 개발규제를 활용하고 있다. 또한 최근 공공 및 민간의 고층주택 공급사례 분석 결과, 공공 영역에서는 입지가 매우 우수한 중심지 지역에 공공주택을 공급하고, 민간 영역에서는 교통요충지를 중심으로 한 통합형 복합개발이 활발하다. 이러한 사례들은 주택 공급과 더불어 직주근접과 탄소배출 감소, 시민들의 삶의 질 향상, 도심지역의 활성화를 동시에 꾀하는 정책수단으로 기능하고 있다.

본 연구에서 검토한 고층주택 공급을 둘러싼 도시계획제도와 관련 개발사례들은 변화하는 인구ㆍ가구 구조 및 기후변화 문제에 대응해야 할 뿐만 아니라 일상적인 교통체증과 긴 통근시간으로 인한 시민들의 불편이 큰 서울에 미래형 고층주택 개발 트렌드를 보여주는 정책 사례로서 의의가 있다.
