토지이용규제의 경제적 손실 추정에 관한 연구

충북의 토지이용규제가 지역경제에 미치는 영향과 경제적 손실을 추정했다.

This study empirically analyzes the impact of excessive land use regulation on the regional economy of Chungcheongbuk-do and estimates the resulting economic losses. Based on these findings, it proposes policy improvements aimed at achieving a balanced approach between public interest and economic efficiency in land use regulation. To this end, the study focuses on Chungcheongbuk-do, a region subject to a wide range of land use regulations designed to preserve and protect public values such as the environment and forests. Ten major types of land use regulations were selected, including national parks, water source protection zones, and development restriction zones.

Using GIS-based spatial overlay analysis, the intensity of land use regulation was quantified, and a system of simultaneous equations was employed to analyze its economic effects. The results show that higher levels of land use regulation significantly reduce both business production value and land prices. Based on this analysis, the estimated annual economic loss in Chungcheongbuk-do is approximately KRW 1.5259 trillion, of which KRW 829.7 billion is due to loss in production value and KRW 696.2 billion is attributable to loss in asset value.

Notably, the loss in production value—stemming from restrictions on business and economic activities—is a recurring and cumulative loss, and thus may have a more severe long-term impact on the regional economy compared to the one-time loss in asset value. This study offers academic and policy-level contributions by quantitatively measuring overlapping regulations and estimating the actual economic losses incurred.

Based on the findings, it recommends the rational restructuring of overlapping regulations, support measures that promote regional economic revitalization through the preservation of environmental and public values, and the establishment of monitoring systems for overlapping regulations to ensure a balanced land use policy in the future.
