장기미집행 도시계획시설의 해소방안 연구 : 전라북도 3개시를 중심으로

장기미집행 도시계획시설의 해소 방안과 지자체 대응의 문제점을 분석했다.

본 연구는 전라북도 3개시를 대상으로 하여 장기미집행 도시계획시설에 대한 효율적이고 실현가능한 개선방안을 제시하는데 중요한 목적을 두었다. 본 연구의 시간적 범위는 2014년 현재를 기준으로 하였디. 다만, 일부 통계자료는 2013년을 기준으로 하였으며, 공간적 범위는 전라북도 전주시, 익산시, 군산시 3개시의 10년이상 미집행 도시계획시설을 대상으로 하였다. 본 연구를 통해서 장기미집행 도시계획시설의 해소에 대해 전라북도 3개시의 대응전략에 대한 문제점을 검토해 보고, 공무원과 토지소유자의 인식에 대해서 조사한 결과 법제도적 개선과 재정지원 등이 해소에 근본적 대책으로 인식하고 있다. 사례대상 3개시의 장기미집행 도시계획시설에 대한 문제점과 대응전략의 특징을 살펴보면, 공통적으로 장기미집행 도시계획시설에 대한 지방자치단체의 인식부족, 미흡한 예산확보, 소극적인 매수청구 대응, 중앙정부 의존적 행정 등으로 분석되었다. 결국 장기미집행 도시계획시설의 문제는 중앙정부 및 지방자치단체, 도시계획적 차원에서 문제를 인식하고, 이에 대한 적극적인 해결방안을 제시하지 않는 한 해결이 불가능할 것으로 판단된다.

This study is aimed to suggest efficient and feasible ways to improve unexecuted urban planning facilities for three cities in Jeonbuk province. The three subject cities are Jeonju, Iksan, and Gunsan, where urban planning facilities were not implemented for more than 10 years. Statistical data as of 2014, with additional information from 2013, were collected and used in this study. The authors reviewed the problems of responding strategies of the subject cities to address the unexecuted urban planning facilities in long-term period.

It was analyzed that the problems and responding strategies on those facilities in the three cities were: (1)poor recognition of the local government on the unexecuted urban planning facilities, (2)insufficient budget, (3)passive response to purchase request and (4) administrative tendency to rely on the central government. By surveying the perspectives of the main stakeholders, specifically the public employees and land owners, it was found out that demonstrating legal improvements and showing financial support were the fundamental solutions to address the problem.

To effectively manage the concern, both central and local governments should recognize these unexecuted urban planning facilities in long-term period and work hand in hand to actively propose possible programs as solutions; otherwise, implementation will not be achieved.
