중국 멍인시(蒙陰市) 도시총체계획(城市總?規劃)의 도시공간구조 문제점과 개선방향

중국 멍인시 도시총체계획의 공간구조 문제와 개선방향을 연구했다.

<국문초록> 본 연구는 중국 멍인시의 도시형태 및 구조에 대한 도시총체계획 중 도시공간구조의 분석을 통해 멍인시 도시총체계획 중 존재하고 있는 문제점을 도출하여 문제점에 대응하는 개선방향을 제안한다. 제1장에서는 연구의 배경과 목적, 연구의 내용과 방법 등을 설정하였다. 제2장에서는 멍인시의 개요를 기술했다. 멍인시의 지리위치、지형 상황、인구의 구성과 변화、멍인시 시가지의 형성과정을 기술했다. 이장을 통해서 멍인시의 기본 상황을 파악했다. 제3장에서는 중국 도시계획제도와 멍인시 도시총체계획을 설명했다. 중국의 도시계획제도는 중국 도시계획용어를 설명하고 도시계획체계 개요 부분으로 조성했다. 멍인시 도시총체계획은 2010도시총체계획(1994)과 2020도시총체계획(2001)으로 조성했다. 이장을 통해서 멍인시의 도시총체계획과정을 인식할 수 있다. 중국 도시계획제도를 중국 도시계획의 이념과 중국 도시계획 관련용어를 기술하고 중국 도시계획제계를 도표의 형식으로 설명했다. 멍인시 도시총체계획의 개요를 도시의 성격、규모、발전방향계획、토지이용계획 등 측면에서 기술했다. 상세한 수치를 뒤에 덧붙였다. 제4장에서는 멍인시 도시총체계획 중 도시 공간구조의 형성과 시가지 확장 두개의 측면에서 분석해서 존재하고 있는 문제점을 도출했다. 이 장에의 수치와 도면의 출처는 멍인시 2020년 도시총체계획(2004)서이다.

도시 공간구조의 측면에서는 멍인시 2010도시총체계획(1994)과 2020도시총체계획(2004) 중 도시 공간구조 측면의 계획 상황을 설명해서 분석했다. 멍인시 2010도시총체계획(1994)에서 도시 총체계획도에 대해 분석하고 이번 계획에 의해 현실적 실현 상황을 설명했다. 멍인시 2020도시총체계획(2004)에서 멍인시 2020년 도시구조 계획도와 도시총체계획도에 대해 분석하고 도시 공간구조계획과 도시총체계획의 수립관계를 설명했다. 멍인시 시가지 확장의 측면에서는 도시 시가지확장이 계속되는 상황을 설명하고 멍인시 도시총체계획에서의 도시 확장 과정을 도표로 표현했다. 마지막으로 멍인시 도시 공간구조와 시가지확장에 대해 문제점을 도출했다. 구체적으로는 멍인시의 녹지축과 보행자도로의 바람직하지 않는 설치、도시내부 토지이용의 혼잡 현황、멍인시 도시중심의 바람직하지 않는 배치、시가지개발 밀도와 기능이 바람직하지 않는 상황、멍인시 시가지 과속 확장의 상황 등 문제를 도출했다. 제4장에서는 이상의 문제점에 대해 개선방향을 제안했다. 구체적으로는 멍인시 녹지축과 보행자도로의 추가、도시중심 설치의 최적화 개선、멍인시 장기 시가지 면적 발전 방향의 조절 등 개선방안을 제안했다.

<Abstract> In this dissertation, we addressed several problems based on previous spatial structure of urban master planning in Mengyin city by using a series of urban design theories and generalizing several issues of urban design. Finally constructive comments have been given to the overall urban design of Mengyin city. The article analysed the evolution of urban spatial structure, the urban area and population growth by studying historical researches of the overall urban planning, exploring the urban spatial structure form of the Mengyin city in the process of the development and the problems existing in the urban development under the spatial morphology.

To serve the purpose of building a harmonious and efficient urban space, establishing the sustainable development of urban living environment and coming up with suggestions for the future development of the Mengyin city. The results of this study have the following aspects. First of all, concerning the urban spatial structure, It is necessary to further enlarge greenbelt axis and increase the pacers roads for Mengyin city due to the issues that the shortage of Green axis and Walker dedicated road settings for Mengyin city according to master plan of 2020.

Second of all, considering the unreasonable problem exists distribution center location in the Mengyin city, adjusting the position of city commercial center and administrative center is highly recommended. Finally, we investigated the impacts of rapid expansion of the city area and the shortage utilization of the inside land development for Mengyin city, a long-term development direction plan for the Mengyin city have been proposed, which is the redevelopment of the city center instead of the original planned that continue to expand towards the east of the city and the west of the city. key words: urban master plan, spatial urban structure, urban sprawl
