제주시의 첨단정보산업단지 구축을 위한 바람직한 정책방향

제주시 첨단 정보산업단지 조성을 위한 정책 방향과 과제를 제시했다.

본 연구는 지식정보기반경제로의 패러다임 전환과정에서 불확실한 변화상황과 환경변화에의 능동적으로 대응하여 새로운 유형의 국가 및 지역발전전략이 요구된다는 문제인식 하에 제주시 지역을 중심으로 한 첨단 정보산업단지 구축정책의 방향을 제시하고자 한다. 이를 위해 첫째, 사회경제적 상황변화에 부합하며 지식집약적 고부가가치산업으로 평가되는 첨단 정보산업의 적합한 대상지역으로 제주시의 현황과 가능성을 분석하였다. 둘째, 산업정책의 중요영역이자 핵심수단인 첨단 정보산업단지의 조성배경과 정책현황을 고찰하였다. 셋째, 제주시의 첨단 정보산업단지 구축을 위한 정책의 기본원칙과 장ㆍ단기적 정책과제를 도출하였다. 즉, 정보단지촉진을 위한 관련법 제정을 비롯한 실행수단 확보를 통한 정책역량의 결집이 우선적으로 갖추어지면서, 장기적으로 정보단지가 지역혁신체제로 기능하기 위한 지역사회ㆍ문화적 공감대의 확보가 필요하다. Influenced by the rapid paradigm shift of knowledge-information based economy, Informatization has been fast advancing in the communities.

Informatization not only accelerates regional industry structural changes as a whole, but also has significant impacts upon regional economy activities. This paper aims at broadening our understanding of Regional Information Industry Complex and exploring the policy direction of establishing Advanced Regional Information Complex in Jeji city. Then it purpose to suggest a policy implication for desirable regional information industry complex policy. In this context, this paper sets a short term and long term policy alternatives related to the regional information complex.

These policy direction and alternatives bear implications for establishiong Jeju Advanced Information Industry Com이ex Project.
