신도시 주변지역 관리방안에 관한 연구 : 가상대상지 분석을 중심으로

신도시 주변지역의 난개발 방지와 개발이익·기반시설 부담 관리방안을 연구했다.

신도시 개발에 있어 사업지구 내의 개발은 체계적 계획으로 큰 문제가 발생되지 않았으나, 신도시 주변지역에 대해서는 별도의 대책이 제시되지 않아 난개발과 그에 따른 과도한 개발이익의 발생 및 기반시설 부담의 불균형 등 많은 사회적, 경제적 문제점이 발생하였다. 수도권 요충지에 개발되는 신도시는 주변지역에 큰 영향을 미쳐 무분별한 난개발을 초래할 가능성이 있고, 본래 의도했던 신도시의 의미와 공간구조의 체계를 흔들 수 있으며, 또한 공공부문의 투자에 의해서 주변의 토지소유주가 아무런 노력과 자본의 투자 없이 막대한 이익을 얻는 무임승차는 사회 정의의 관점에서도 바람직하지 않으므로 이에 대한 종합적인 대책이 필요하다. 본 연구는 신도시 주변지역의 난개발 방지를 위한 대책 수립에 그 목적을 두고 있으며 올바른 신도시 계획의 방향과 앞으로 개발될 신도시 주변지역의 합리적 관리를 위함에 있다. 또한 신도시 주변지역에서 나타나는 문제점을 분석하고 이를 해결하기 위해 관리방안을 제시하고 신도시 개발로 영향을 받을 수 있는 지역의 문제점을 가상대상지 분석을 통하여 문제를 검토하였다. 신도시 건설에 따른 문제점과 이에 대한 기존 관리대책의 한계를 다음과 같이 지적할 수 있다.

첫째, 신도시가 개발되는 경우에 개발이익의 무임승차를 유발하는 무분별한 주변지역 개발로 부동산 투기 및 난개발에 의한 신도시 환경 악화, 기반시설의 부족 등이 발생되고 있으나 현재 신도시 개발계획에는 주변지역 관리에 대한 구체적인 계획이 포함되지 않고 있는 실정이다. 둘째, 시가화조정구역, 개발행위허가제도 등 난개발 방지에 관련한 현행 제도는 무분별하게 발생하는 난개발의 제어가 어렵고, 난개발이 일어난 후에는 후계획적으로 통제할 수밖에 없는 한계가 있다. 셋째, 신도시 주변지역에 발생하는 난개발의 유형은 각각의 원인과 현상이 다양하나 이를 해결할 수 있는 총체적인 대책이 부족한 실정이다. 넷째, 주변지역의 경계설정 및 관련방안의 대책에 따라 심각한 민원발생 우려가 있어, 이를 보완할 제도나 법률이 구비되어 있지 않다. 신도시와 더불어 개발지역 주변지역에 대한 계획적 관리를 통하여 도시 전체가 조화롭고 쾌적한 주거환경으로 개발되기 위하여 법적․제도적 방안 도입 및 신도시 건설 시기별로 현행제도 보완을 신속히 시행함과 더불어 사회 전반에 걸쳐 다양한 참여와 함께 노력이 필요하다. 본 연구는 신도시 주변지역에 발생하는 난개발과 부동산 투기 등의 문제점을 지적하고, 이를 관리하기 원한 기존대책의 한계를 지적하였다.

신도시 주변지역의 관리방안을 가상적인 대상지 설정을 통하여 제시하였고, 마지막으로 주변지역의 관리를 위한 제도개선방안을 도출하였다. In the development of a new town, the development is made within a specific designed area according to systematic plans and therefore there is no big problem in the town, but no separate plan is made for the surrounding area of the new town and this results in many social and economic problems including urban sprawls, excessive development benefits, and unbalanced bearing of expenses for infrastructures. New towns developed at strategic sites of the capital area have huge impacts on their surrounding areas and are likely to cause disorderly urban sprawls.

Furthermore, they may shake the intended meaning and spatial structure of new towns. In addition, from public investments, land owners may earn a huge amount of income without any effort or investment of capital, and this is not desirable from the viewpoint of social justice. Thus, there should be comprehensive measures against these problems. The present study purposed to develop measures to prevent urban sprawls in the surrounding area of a new town, to suggest desirable directions for planning new towns, and to promote the rational management of the surrounding area of new towns to be developed in the future.

In order to analyze problems in the surrounding area of a new town and to suggest management plans to solve the problems, this study examined problems in areas exposed to the influence of new town development through the analysis of hypothetical areas. Problems in new town development and limitations in existing measures against the problems are as follows. First, urban sprawls in the surrounding area of a new town result in unjust development benefits, speculative investment in real estate, environmental deterioration of the new town, lack of infrastructure facilities, etc, but current new town development plans do not include specific plans to manage the surrounding area.

Second, current systems for preventing urban sprawls such as urbanization control district and development license system have a limitation in controlling disorderly urban sprawls, and once urban sprawls have happened, they have to be managed retrospectively. Third, the types, causes and patterns of urban sprawls in the surrounding areas of new towns are various, but there is no general solution to cover all of them comprehensively. Fourth, there is a possibility of serious public complaints arising from boundary setting of surrounding areas and relevant management plans, but there is no system or law to deal with such complaints.

In order to develop the surrounding area of a new town and create harmonious and pleasant residential environment through planned management, it is urgent to introduce legal and institutional devices and to improve current systems corresponding to each step of new town development, and furthermore to promote the participation and effort of various interested parties in society. The present study identified problems in the surrounding area of a new town such as urban sprawls and speculative investment in real estate, and pointed out limitations in existing measures to manage the surrounding area.

We suggested plans to manage the surrounding area of a new town by selecting areas to be managed hypothetically, and derived institutional measures to manage the surrounding area.
