Recently, the construction market in South Korea has been so tight with a rapid increase in unsold apartments due to a sudden cooling of the real estate industry caused by financial crises such as the sub-prime crisis. Hence, a number of construction companies have dishonored a bill or are facing a risk of doing so.
Risk factors that are inherent in each business entity promoting the housing development business need to be identified in advance, checked, and relieved in order for the business to become a substantial alternative contributing to the profitability of companies. It is no exaggeration to say that success or failure of the business as well as profits depends on how you control those risk factors. For this purpose, this study performed a frequency analysis for understanding features of the housing development business using the SPSS, a factor analysis for grasping risk factors of the business, and a reliability analysis for verifying the reliability.
In addition, this study implemented a variance analysis for comprehending the differences in recognizing risks between groups and a focus group interview (FGI)for listening to opinions of experts on risk factors. As a result of analysis, constructors, developers, and financial companies are found to be recognizing the importance of risks in the housing development business to be great. Of the three groups, financial companies are found to put the biggest emphasis on risks.
In the area of civil complaint risks, it is found there are differences in recognition of safety and natural disasters and in recognition of surrounding transportation infrastructure between developers and financial companies. Also, it is found there are differences in recognition of redemption between constructors and financial companies in the area of financial risks. In addition, it is found there are differences in recognition of administration including approvals and permissions of policy risks between constructors and financial companies, and between developers and financial companies.
Moreover, it is found there are differences in recognition of macroeconomic trends between constructors and financial companies in the area of market risks. Next, as a result of the FGI, it is found financial risks including funds for housing business, redemption, price of new apartments, increase in construction cost, and unsold apartments must be regarded as important in the housing development business. It seems desirable to eliminate policy risks including administration such as approvals and permissions, consistency of housing policy, tax system, interest rate policy, and housing regulations. The implications based on the analysis results of this study are as follows.
First, as financial risks are found to be very important, it seems desirable to take realistic measures such as raising the limitations of housing guarantee, considering the recent downturn of the real estate business. Second, it is found various unnecessary regulations included in the policy risks need to be abolished as soon as possible in order to vitalize the real estate business and reduce risks in the housing development business. Third, it seems desirable to minimize the civil complaint risk factors by continuously running a residents’ council and holding public hearings, thereby collecting residents’ opinions.
Fourth, measures for recovering the atmosphere in the apartment market and consumer sentiment must be devised in the area of market risks. In order to do that, study on the apartment price system is in need, and it is necessary to closely observe the changes in consumers’ attitudes. Fifth, it seems that financial companies need to make efforts to decrease the differences in recognition by providing a variety of risk-related information to constructors and developers, strengthening functions of guidance and supervision, and building cooperative relations with each other.
Sixth, as risks in the housing development business work in a mutually organic way, it seems it is an effective risk-management plan to make a database of risks and control it systematically. Keywords: Housing development business, risk factors, constructors, developers, financial companies.
