The Seoul Metropolitan Area(SMA) is one of the most dynamic and rapid urbanization in the world.
Population and industrial activities have been heavily concentrated on the SMA. Therefore, much attention has been paid to the concept of growth management in Korea. Unfortunately, these trends in the SMA will continue in the future. It is expected that these trends will cause lots of urban problems such as housing shortage, environmental pollution, traffic congestion and so on. In addition, recent redelineation of the restricted development zone(greenbelt) in metropolitan regions turns policy-maker's interest to growth management strategies. There has been a variety of measures used to control growth in fast-growing metropolitan areas in Korea.
It includes zoning regulations, the restricted development zone, development impact fees and so on. More important is that existing growth management policies are now challenged according to the changing contexts, such as economic globalization, sustainable development, change in local governance. These contexts are backdrops of this study. The aim of this study is not only to evaluate major growth management policies of the SMA, but also to suggest some policy implications. Specifically speaking, this study reviews the concept of growth management, its necessity and goal, issues within the American context. By comparing U.S.A.
with Japan, this research seeks to identify similarities and differences between the two. Also, this tries to examine growth management strategies by reviewing the evolution of Capital Region Policies since the 1960s. Then, four major policies will be evaluated in terms of effectiveness, efficiency and equity. As a result of comparative study, it is revealed that two countries have made an effort to control urban sprawls and unplanned developments although they had different socio-cultural contexts when growth management policies were introduced. In the U.S.A., a variety of growth management programmes have been widely used since the 1960s.
Meanwhile growth management policies of Japan have been partly used through urban planning system. However, unexpected problems have been occurred in the two countries. The increase of housing price, differentiation of lower class, and disordered development of non-city planning area are good examples. In order to solving these problems, smart growth strategies as an alternative are newly introduced in some American states and implemented. Japanese government tries to expand city planning areas by the revision of urban planning law in 1999.
As a result of schematic qualitative evaluation of four growth management policies in SMA, major findings are as follows: It is estimated that the Restricted Development Zone System is most effective among four Capital Region policies in terms of goal achievement; it is revealed that the Development Charge System is most efficient among them in terms of economic efficiency; it comparative study, it is evaluated that the Total Volume Management System is equitable among them in terms of decentralization and balanced national growth.
Major findings suggest that current growth management strategies of the SMA should be changed to a more effective, efficient and equitable growth management system. This suggestion is based on the comparative study and evaluation of existing growth management policies in SMA. Also major findings have an implication in relation to sustainable SMA. It is clear that sustainable growth management will be the first priority in the future. This study simply shows similarities and differences between U.S.A. and Japan, without analyzing two countries' systems with detailed criteria.
This research also does not show in-depth qualitative analysis through which structural constraints of growth management policies in SMA can be identified. This point should be done by further studies.
