친환경 국토이용을 위한 수목장 도입 방안을 연구했다.

Today, the increasing demand of land from the cities, industries, and leisure activities is leading to the reckless development of the land. On top of this, the ever growing numbers of burials and the graves from it each year is causing problems such as taking up the limited land resources and damaging the mountains. For these reasons, our already limited spaces of dwellings are getting even scarcer, and the need to secure further dwelling spaces for the future is more critical than ever.

With the limited land spaces in our country, in order not to be confined to narrow dwelling spaces and secure comfortable lives, it is necessary to look at the mountains, which takes upto 64.2% of the total land spaces in Korea, as a new source of the land and use it more efficiently. Woodland burial is a new method of burial and means burying the ashes of the deceased around the root of a certain tree, based on the concept of going back to the nature where we came from and coexisting with the tree.

It first began in Swiss, and now widely practiced in Germany and other places.Also, unlike the ossuaries or the mountains where the object of cherishing was uncertain, the memorial tree specifies the exact object to cherish the dead person?s memory, solving the uncertainty problem. As a new alternative to improve the efficiency in the land use and further the interest of the public, the woodland burial is introduced and the expected effect has been analyzed here. Also, another purpose our research here is to improve the practice of woodland burial to fit into our own unique environment, where the land available for use is highly limited.

Especially, another focus has been put on improving the currently burial-dominated funeral culture, enriching forest resources, and showing another possibility of using the land in a more environment-friendly and efficient way. To reach our goal of this research, the previous literature on woodland burial and case studies in and out of the country, the traditional culture of funeral in Korea, advantages and disadvantages of the woodland burial have been analyzed to make out its impact on the efficient usage of the land and figure out likely problems of them, and finally we studied how woodland burials can be introduced to enable the environment-friendly use of the land as an alternative.

In chapter 1, we will go through the not-so-efficient practices of the land management in our country as they are today, and take a look at the necessity of using the mountains that is gaining attention in terms of land use these days. Chapter 2 covers the concepts and forms of the funeral culture, as well as the changes of the environment surrounding the funeral practices and the problems of the traditional burial culture with an objective approach to give a broader understanding of them.

And, as the problems of the traditional burial culture, the inefficient use of the land, NIMBY phenomenon, and social conflicts from it will be illustrated, and an alternative of the burial culture will be considered. In chapter 3, the solutions of the problems illustrated in chapter 2 will be given by introducing the concept of woodland burial and analyzing the economic and environmental effect from it by studying overseas cases. Also, the future of the Korean woodland burial will be envisioned with a legal suggestion, and we also contemplated on how to promote the practice of woodland burial.

The necessity of the introduction of woodland burial is emphasized with a view to the preservation of the nature, improving the quality of the lives by providing the necessary land for housing and economic activities, the balanced development of country and minimizing the social costs by it, and the efficient and environment ?friendly use and management of the limited land in our country.

The introduction of woodland burial, with an assumption of replacing 180,000 graves with memorial trees, is expected to give us benefits such as cutting down the funeral costs, furthering the values of the forest resources by adding the memorial tress in the mountains, acquiring the carbon emission right as a result of the expansion of the forest, and giving a new profit model to so-far slack economies of mountain villages. As a result, it will not only contribute to the efficient use of the land but also to the national economy.

Most significantly, the importance of the introduction of woodland burial gets even more weight, as it will be contributing to the balanced development of the country land and enhancement of the quality of the lives by cutting down the social cost and giving sufficient supply of the land resources. 오늘날 도시, 산업, 레저 등으로 인한 국토의 이용 수요 증가는 무분별한 난개발로 이어지고 있으며, 이에 더해 매년 매장으로 늘어나는 묘지는 심각한 국토 잠식현상과 산지 훼손 등의 문제를 낳고 있다. 이러한 각종 요인들로 인해서 갈수록 우리의 생활공간은 좁아지고 있고 앞으로 새로운 생활공간으로써의 토지 확보의 필요성이 더욱 절실하게 되었다. 그러므로 국토가 한정되어 있는 상황에서 생활공간의 협소화를 해결하고 국민들에게 보다 쾌적한 생활공간을 제공하기 위해서는 전국토의 64.2%를 차지하는 산지를 새로운 토지공급원으로서 인식하고 효율적으로 이용해야 할 필요성이 있다. 수목장은 화장된 분골을 지정된 수목의 뿌리 주위에 묻어줌으로써 그 나무와 함께 상생한다는 자연회귀의 섭리에 근거한 새로운 장묘 방법이다.

스위스에서 시작되어 독일 등에서 널리 행해지고 있으며 추모목을 통해 고인을 기릴 수 있는 대상을 확립하여 기존 납골이나 산골이 가졌던 추모대상의 불확실 문제를 해결할 수 있다. 따라서 본 논문은 국토의 경제성과 공익성을 제고시킬 수 있는 대안으로서 수목장의 도입 및 효과를 분석 하였다. 또한 가용 면적이 협소한 우리나라의 국토 환경에 적합하도록 개선하기 위한 방안을 제시하고자 하는데 목적이 있다. 특히 수목장 활성화를 통한 매장 중심의 장묘문화를 개선과 더불어 산림자원 육성을 도모하며 친환경적 효율적 국토이용의 가능성을 제시하는데 그 주안점을 두었다 연구 목적 달성을 위해 수목장 관련 선행 연구 자료 및 국내외 관련 사례, 한국 고유의 전통적 장묘문화의 형태, 수목장의 장?단점 등의 분석을 통하여 국토의 효율적 활용방안에 미치는 영향 및 문제점을 도출하고, 이에 대한 대안으로서 국토의 친환경적 이용이 가능한 수목장 도입 방안 연구를 진행하였다. 제1장에서는 그동안 효율적으로 이루어 지지 못했던 국토관리의 현주소를 살펴보고, 최근 국토 이용에 있어서 주목 받고 있는 산지 활용에 대한 필요성을 알아본다. 제2장에서는 장묘문화의 개념과 형태를 알아보고 장묘환경 변화와 기존 장묘문화의 문제점을 객관적인 시각으로 폭넓은 이해를 도모한다.

그리고 기존 장묘문화의 문제점으로서 매장으로 인한 국토의 비효율성, 지역 이기주의 현상과 갈등에 대한 문제를 제기하고, 장묘문화를 대체할만한 대안을 모색해본다. 제3장에서는 2장에서 언급한 문제점에 대한 해결책으로 제시할 수목장에 대한 개념, 해외 수목장 사례분석을 통한 수목장의 경제 및 환경적 효과에 대하여 연구하고, 친환경 장묘문화로서의 수목장 도입효과와 함께 법률적 제언을 통한 한국형 수목장의 미래를 조명해보는 동시에 수목장의 확산을 장려하는 방법을 생각해 보았다. 우리 국토는 자연환경의 보존 및 자원을 효율적인 활용
