According to the Article 6, Section 1 of the law regarding the installation of disposal facilities and support of surrounding area, if the incineration facilities are not established when developing land for housing bigger than 300,000, the Ministry of Environment set estimation standards for waste disposal facilities’ levy.
However, the standards and methods the Ministry of Environment suggests do not reflect how waste disposal facilities’ levy differs by characteristics of each development district. Also, when each local government and business estimates levy, the standards that are not stated in the ordinance depend on agreement between them. As a result, conflict between local government and business occurs, estimation of levy is postponed, and social cost and inefficiency increase. Thus, this research analyzes waste disposal facilities’ levy by studying Gangnam Bogeumjari residential district in order to suggest how to estimate reasonable levy of waste disposal facilities.
Especially, it focuses on the estimate model of waste generation level that has the most influence on estimating the installation levy of waste disposal facilities. Through this research, I suggest a new estimation model, the model 3, which deducts problems of the existing model that estimates waste generation level and reasonable levy of waste disposal facilities. Gangnam District and LH, the two examples this research takes, estimate and argue over Gangnam Bogeumjari residential district’s waste generation level from different approaches.
The model 1, which Gangnam District suggests, is based on what the Ministry of Environment announces about the average waste emission level of a person in each city and county. The model 2, which LH adheres to, is a method applying average of each national waste emission type. However, Gangnam district has commercial and recreational facilities on a large scale. If I were to apply either model 1 or 2 to Gangnam district, which has more floating population than any other district, waste emission level turns out to be more than the actual population residing in the area.
Since Gangnam Bogeumjari residential district is the center of actual residence, compared to the whole Gangnam district with huge floating population, it emits less waste than the average of Gangnam district does. Floating population is an important variable of waste emission level. As a result of analyzing floating population and waste emission level of other districts with similar population to Gangnam district, as the number of employees, commercial district, and volume of pedestrian, which are important factors affecting floating population, are high, waste emission level turns out to be high.
It shows that waste emission level differs by characteristics of each district, and this is a proof that application of model 1 and 2 is inappropriate. Hence, this research suggests model 3, which analyzes waste emission level of a relevant district in comparison with other districts with similar floating population, residential type, and geographical trait. Consequently, it is necessary for relevant local governments or developers to adopt waste disposal levy reflecting regional characteristics rather than considering the existing methods to determine the levy.
Then it could lessen temporal demand and financial burden that cause due to the waste disposal levy suit between local government and business, and resolve psychological burden of actual buyer by charging reasonable levy. In addition, reasonable estimation methods could increase administrative efficacy of relevant local government by avoiding excessive administrative cost and procedures, and it will eventually contribute to the development of local governments.
