This study aims at analyzing the expectation effect after carrying out the housing site development project by Naju-shi in the age of localization and solving the problems caused by unstable residential life and social disharmony due to the construction of large-scaled houses for economic interests and providing the rate of interest and actual project technique which are the basis of housing site development.

As a result of examining the residents' recognition of land adjustment of Yichang District and housing site development at Songwol Districts 1 and 2 under progress by Naju-shi, it is found that positive side (21%) and negative side (21%) of land owners are consistent and the indifference to it (49%) is strong since the age of localization and then it is judged that it is insufficient to satisfy the various demands of residents and it is focused on the profitability rather than publicity.

In addition, the project site is located at the center of Chonnam region and is the strategic point of traffic connecting the coastal regions of the south and the west and inland arreas and it is expected that it will be developed to the satellite city of big city.

So the compromise development technique by complement of strength and weakness of land adjustment and public-financed development methods is required and the opportunity of residents' participation should be secured systematically through the decision of appraiser in field survey to minimize the friction with land owners for making sale contract, the collection of residents' opinions by holding public hearing and the joint development with residents.

The housing site development in public sector which requires the planned development is provided securely and the areas with high desire for development is developed first and then analysis and examination of continuous developmental validity are required with the optimal development sites in order to devote to activate the local economy by solving the shortage of houses for the homeless and extend the local finance.
