ABSTRACT* A Study on the Model of Residential environment improvement for the Autonomous Housing Renewal Project District - Focused on the Urban Regeneration New Deal project area of the western station of Cheonan - Eun-jeong, Kim Department of Architecture Graduate School of Kongju National University Gong Ju , Korea (Supervised by Professor Byung-Gwan, Choi) Since the 1960s, the government has continued to expand high-rise apartment complexes that have been uniformed in all-round redevelopment and reconstruction rather than considering the regional characteristics of the existing urban center in order to solve the housing shortage problem due to rapid urbanization.
However, such large-scale readjustment projects and urbanization policies in the original city center have reached their limits due to low birth rates, aging population and low growth urban problems. As a result, the phenomenon of population reduction in rural areas, empty houses, and the increase of idle and embankment real estate has deepened. And the increase in infrastructure maintenance costs leads to an increase in the cost of city management, increased cost of maintenance of facilities has resulted in social inefficiency, which has led to an increase in cost of urban management in the long run it results in social inefficiency.
Under these circumstances, small-scale housing readjustment projects were introduced after 2012 on the condition that the original city center was revitalized and existing residents were resettled. And it was proposed as an alternative to the urban renewal New Deal policy that emphasized housing issues in 2017, and the autonomous housing readjustment project was implemented in 2018. The purpose of this study is to present effective business measures that supplement the limits of the existing framework in order to secure pleasant living space in low-rise residential areas through the model study of autonomous housing readjustment projects.
In case of Cheonan, the urban renewal plan has already been established as a neighborhood regeneration project for the urban renewal project, and it can be a leading model for the autonomous housing readjustment project. Specifically, a maintenance model was developed for less than 10 existing single-family homes, 30 to 50 years old, in the urban renewal New Deal area at the western train station. The results of the study are summarized as follows. First, out of the 218 target areas designated for urban and residential environment readjustment plan in Cheonan, 2020, four sites were analyzed as possible sites for autonomous housing readjustment projects.
First of all, the area did not have a space structure for each area in the household to take the initiative in promoting the self-help housing readjustment project. Thus, to improve the structure of these urban spaces, the absolute participation and support of the public, as well as indigenous and private efforts, is necessary. Second, after examining and analyzing the correlation between architectural planning elements of the autonomous housing readjustment project through domestic and foreign cases, it is possible to see the elements of each type of plan that have high correlation appear naturally through the layout model of the autonomous housing readjustment project.
Third, the model of the autonomous housing readjustment project should be taken into account by considering the ability of indigenous and resident residents to resettle within the continuity of existing urban organizations and landscape rather than the one-row layout model, two-row layout model, and three-lane townhouse model in response to the relevant blocks of the household interior land. It is also necessary to develop the building agreement based on the two-wall and joint-wall architecture to a three to four-story scale with a lower floor, and to add vitality to the streets and enhance community activity through the planning of neighborhood living facilities and community facilities.
In addition, it is necessary to enhance the understanding of residents through resident education by linking autonomous housing readjustment projects with regeneration of low-rise residential areas. And it is necessary to draw up a master plan for the autonomous housing readjustment project to prevent small-scale reckless development and overload of infrastructure through gradual and planned readjustment and to resolve urban problems accordingly. To this end, it is required to provide educational and professional support. Through this, we hope to continue to realize sustainable residential regeneration.
