At this point when 7 years has elapsed after execution of amended property tax by the government in 2005, looking into if "A rule of same price and same tax burden" has been actually realized may have an important meaning from aspects of fulfillment of government's commitment with the people as well as confirmation of equitable property tax burden between taxpayers.
As the property tax burden is determined by calculation of taxable amount and tax rate system, equity of taxation may be achieved only when the market price reflection levels must be consistent between all houses as long as taxable amount of the property is based on reflection of the market prices. Results of analysis on criteria of appropriate taxable amount with the taxable amount realization ratio (taxable amount/market price) in this study showed that there are differences from types of houses or regions and the taxable amount realization ratios are not consistent among house price levels.
This was resulted from difference of market price reflection ratio of the standard declared price to be basis of taxable amount of the property. In order to increase equity of the property tax, it is required to maintain the level of market price reflection for all houses at a fixed ratio. In other words, it is required to adjust difference of market price reflection levels between types of houses such as 70.7% for apartments, 59.7% for multi unit houses, 47.5% for multi household houses and 41.0% for single houses, as well as to reduce variation between regions or within a municipal.
And this study has looked into effective tax rate (burden amount/market price) between houses as an index to measure equity of tax burden based on the property tax rate system. Though the effective tax rates should be distributed in a form of right top within a certain scope according to sizes of the market prices due to the progressive property tax rate system, the analysis results showed broad distribution and different effective tax rates even between the houses with same market prices, such as 0.057%p from min 0.108% to max 0.165%. This was caused by effects of the 'tax ceiling system' introduced to prevent tax burden from rapidly increasing due to reform of the property tax in 2005.
Though it has good intention for the ordinary people, it results in problems such as different tax burdens among same price houses as well as charging greater tax burden under less house price than the previous year. In addition, about 74% of the houses subject to analysis as of 2011 when 7 years has passed after reform are applied to the tax ceiling system and thus exempted tax amount reach around 9.6% comparing to the calculated tax amount, even though it was an action worried about initial reverse effect at the beginning of the property tax reform. It also indicated that tax exemption effects have almost twice difference from regions.
Accordingly it is required to withdraw the tax ceiling system causing unfair tax burden between taxpayers or increase the ceiling range 5%~30% in a short time. Moreover, this study has suggested a method to increase equity of property tax, disclosure of annual property tax amount, etc. as like announcement of standard declared house price via municipal home pages, that allows comparison of standard taxable amounts or levied taxes among types of houses and give another chance to provide administrative service to the taxpayers and increase equity of property tax burden.
