This thesis addresses the system of real estate brokerage commission rates in South Korea, and the import of these on social and economic security for the nation and its people. This Thesis identifies and explains three specific areas of concern: 1. The commission fees paid to a brokerage agency are absurdly low - typically between 0.2% and 0.9% of the sale value of any given property. 2. Except for this narrow variance, commission fees are fixed regardless of the type of real estate property in question - whether it is undeveloped land, developed land, private residences or commercial buildings. 3.
The government department responsible for regulating real estate transactions in South Korea, known as - dictates to the brokerage agency the services it is to provide buyers and sellers for these commission fees, as well as the liabilities it is responsible for in brokering a sale. According to this study, these circumstances and conditions generate an unstable market in which people buy and sell property without regard for social and economic consequences. For example, the rapid turnover of property in a particular area destabilizes the community, undermines existing and essential businesses and services in the area, and undermines any sort of rational basis of property valuation.
In addition to these significant problems, the dictated rate of low co mission fees encourages reckless debt accumulation which frequently results in bankruptcy when property borrowed against on speculation cannot be turned over fast enough. These bankruptcies affect not only the buyer, but the seller, the broker, and the lending banks as well. By extension, increasing rates of bankruptcy threaten to undermine the economic stability of the nation, and thus its national security. In other words, international forces can enter South Korea and buy up its land and resources at fire sale prices.
This Study recommends a substantial increase in brokerage commission fees as an immediate intervention to curtail debt speculation in property. In addition, depending on the nature of the property, brokerage commission fees ought to vary accordingly, thereby discouraging speculation in valuable agricultural or commercial property.
