도심 쇠퇴양상 파악 및 활성화사업의 효과 분석에 관한 연구 : 전주시 도심의 토지이용특성을 중심으로

전주시 도심의 토지이용을 중심으로 쇠퇴와 활성화사업 효과를 분석했다.

전주시는 1960년대 토지구획정리사업을 시작으로 1990년대까지 기존 시가지 면적의 40%에 해당하는 택지를 도심 인근 및 그 외곽지역에 공급하였다. 이는 도심지역의 거주인구 감소와 기능유출 등의 공동화현상으로 이어졌으며, 이러한 현상은 90년대 이후 더욱 심화되며 사회적 문제로 부각되었다. 이와 같은 공동화현상에 대응하기 위하여 행정에서는 특화·특정거리 조성, 구도심활성화지원조례 제정 및 시행 등 제도적, 물리적 지원을 지속적으로 전개해왔고, 일부에서는 그 효과가 나타났다. 하지만 도심지역에 대한 정확한 실측조사나 쇠퇴양상 등에 대한 사전조사가 미흡한 채 시행된 정책으로 인하여, 그 정책에 따른 파급효과가 일부 지역에 국한되고 전체적으로는 지속적인 쇠퇴현상이 나타나고 있다. 이에 본 연구에서는 현재 전주시 도심지역에 대한 실측 및 전수조사를 통하여 도심에 대한 경계를 설정하고, 도심 내부에서 일어나고 있는 각종 현상들에 대하여 토지이용, 지가, 업종특성 등의 특성을 중심으로 분석을 하였다. 도심내부의 토지이용 특성을 파악하고, 도심 현상 및 쇠퇴에 대한 진단지표를 설정 하여 도심의 현상에 대해 연구하여, 지속적인 도심활성화의 근거자료로서 이용하고자 한다. 연구의 순서는 첫째 기존 연구에서 통칭하는 도심 범위인 중앙동, 풍남동, 노송동을 대상지로 선정, 분석 자료를 토대로 도심의 경계를 설정하였다.

둘째 대상지 내부의 업종 전수조사를 하여 토지이용실태를 분석하고 도심에 입지하는 업종의 특성 및 변화양상에 대하여 조사·분석하였다. 셋째 1990~2010년까지 대상지 일대의 공시지가 자료를 토대로 도심의 시계열적 지가변화 특성을 살펴보고, 도심 활성화 사업 등의 공공정책의 시행 전후 현상분석 및 사업효과의 지속성 여부를 조사·분석하였다. This study investigated the use of land and buildings and land prices in downtown Jeonju, which actively carried out urban revitalization projects in the late 1990s, in order to measure and analyze the deteriorating conditions and state of revitalization policies.

As a result of surveying the land price, type of business and land use characteristics, downtown Jeonju has been on the decline continuously, and according to the investigation of the land and building, refurbishment of the building was found to be difficult because of the shop operator and the land owner are not identical in many cases, resulting in accelerated deterioration of the buildings. To deal with such urban deterioration problem, various revitalization measures have been taken.

However insufficient data needed to identify the cause as well as to predict the effect of the revitalization project has caused the inefficiency in establishing, implementing and evaluating the revitalization projects. Thus, a nationwide guideline and assistance need to be provided as a way to measure the effect of urban revitalization project.
